The people of the European Union has voted. The second largest democracy in the world, after India, and the results of the election is ready. Despite ongoing attempts to disrupt the election campaign, through lies, disinformation and computer attacks, we, Europeans, elected our representatives to the European Parliament with the highest turnout in twenty years. Right Wing, Left Wing, Centrists, Liberals, Conservatives, Eurosceptics, Euroenthusiasts, Pragmatists, Visionaries, Environmentalists, Industrialists, Nationalists and Internationalists – The European Parliament will continue to function as a forum for a public discourse. The word “parliament” is derived from the word “parler” in Old French” – to talk. The parliament is a place for talking, discussing, questioning, disagreeing, agreeing; for diversity. There is a word for this – democracy.

All this has been achieved despite massive attempts to disturb the voting process. Kremlin has been busy, spreading lies about EU and the Member States: French President Macron suggests expelling some member states from the Union; Mainstream Parties and Media use “Russophobia” to scare voters; EU has made Poland poorer than under Communist rule; EU provoked the conflict in Ukraine; EU policies are dictated by the US; EU has Nazi roots – in this last case, several disinformation channels had to blow the dust off a three year old article from Russian site Katehon.com. Old lies are also lies.

And then we have the Strache-Affair. The story about Austria’s Vice Chancellor Heinz-Christian Strache, published in German Süddeutsche Zeitung and Spiegel. In a video recording, Mr. Strache appears to offer a Russian woman public contracts, if she procures shares of an Austrian newspaper and makes it support Strache’s party. The video triggered a severe political conflict in Austria, and the pro-Kremlin media have been quick to attribute the whole affair to European Liberals“, “European Big Brothers“, “German and Spanish Security Services” and maybe even German Chancellor Angela Merkel was personally involved; the case is described as German meddling into Austrian domestic affairs” or “an Information Terrorism attack“, whatever that is. Strache was framed, because he supported cooperation with Russia. In connection with this, we learn from the pro-Kremlin disinformation outlets that the late leader of Strache’s party, Jörg Haider, possibly was killed by the “European Deep State” in 2008.

Some of the cases of disinformation seem almost rubber-stamped. Any given week, one is likely to hear the disinformation outlets parroting the same well worn, hum-drum comfortable lies. About the Kerch incident in November last year; about the US obstructing any attempts to achieve peace in Donbas; about the so-called referendum on Crimea in 2014, or some variation of the theme of Ukraine not being an independent country. Other lies are a little more inspired and creative – like the one about the West, paying money to Belarusian historians in order to have them start using the word Nazism, instead of Fascism, or the USA potentially about to change its name to Socialist States of America. Well, to quote John Wayne – That’ll Be the Day…

Boring lies, fun lies, old lies, new. Lies are lies. The entire disinformation tool box continues to be deployed, also in the run up to the EU elections. And yet – European voters have expressed support for a system that allows dissent, disagreement and discontent. Diversity. We, Europeans, do not imagine that we all have to agree on everything, but we do agree on the concept of engaging in a public, open and respectful debate on any issues. Democracy is an act of defiance. Defiance against anyone who suggests easy answers to complicated challenges. Defiance against the lies.

European Union has Nazi Roots

There are several well-documented cases of Russia violating international law, as well as ruining the international security architecture formed after World War II.

Over the course of the past decade, Russia has gone to war with Georgia; repeatedly interfered in the domestic political affairs of neighbouring countries; exerted various forms of economic pressure on states like Ukraine, Moldova, and Lithuania; and expanded its network of military bases in the post-Soviet region.

For example, according to international law, Crimea is part of Ukraine, and Russia violated international law, as well as the key principles of the European security framework, by illegally annexing the Autonomous Republic of Crimea and the City of Sevastopol.

On March 27th, 2014, the UN General Assembly adopted a resolution in which it stated that the referendum in Crimea was not valid and could not serve as a basis for any change in the status of the peninsula. Vladimir Putin, the President of Russia, recognised on April 17th, 2015 that "our soldiers were deployed in Crimea to help the inhabitants express their opinion".

The language rights of national minorities have to be in line with Ukraine’s obligations under the European Charter for Regional Languages and Languages of National Minorities. Recurring narrative on Russian interference in 2016 US elections.

Although Robert Mueller's investigation was concluded with no proof of Russian collusion with the Trump campaign, it did conclude that Russia interfered in the 2016 election. Mueller's report determined that there were "two main Russian efforts to influence the 2016 election".  It led to US senators' proposals to extend sanctions on Russia to deter it from further election meddling.

The claim that the report provides no evidence of Trump-Russia collusion is spurious.  Gathering evidence of "collusion" - which is not a legal concept - fell outside the scope of the investigation.  The aim of the probe was not merely to ascertain contacts between the Trump Campaign and Russia-linked individuals during the election period, but to establish whether these interactions were deliberate enough on the part of Trump Campaign officials to sustain charges of conspiracy (p. 2).

In fact, the report explicitly identifies "numerous links between individuals with ties to the Russian government and individuals associated with the Trump Campaign" (p. 9).  A number of these individuals later "made false statements about those contacts and took other steps to obstruct" the probe (p. 180).

The Ukrainian Navy deliberately violated Russian territorial waters during the Kerch strait incident
Additional details: On 25 November 2018, three ships of the Ukrainian Navy deliberately violated Russian territorial waters during their passage from the Black Sea to the Sea of Azov.

When the three warships reached Russian territorial waters, they received a warning from the security forces of the Russian Navy and were asked to change course. However, they ignored the calls, triggering a chase in the Kerch Strait, in which shots were fired and three Ukrainian marines were lightly wounded.  As a result, the Ukrainian warships were detained and brought to Kerch.

Recurring pro-Kremlin disinformation on Ukraine and the Azov Sea.

In this incident, Russia deliberately blocked the Kerch Strait in order to prevent the passage of a naval group of the Ukrainian Navy.

On 25 November 2018, three Ukrainian war ships were moving “in accordance with the provisions of all effective multilateral and bilateral international treaties and navigation rules”.  The Ukrainian war ships were seized and their crews were detained, despite the fact that the UN Convention on the Law of the Sea (UNCLOS) states that “all ships, including foreign warships, enjoy the right of “innocent passage” within another state’s territorial sea under international law.”

On 25 November, border patrol boats belonging to Russia’s FSB security service seized the two small Ukrainian armoured artillery vessels and their whole crews after shooting at them, wounding several Ukrainian servicemen.

A bilateral treaty between Russia and Ukraine, signed in 2003 and ratified by Russia in 2004, governs the use of the Kerch strait and the Sea of Azov, which in the treaty is considered to be the “internal waters” of both Russia and Ukraine.

According to information from military analysts, the USA is continuing to expand its missile base in Romania. The Mk 41 vertical launch facility there is designed to attack land targets with Tomahawk cruise missiles.

Modernising the Deveselu site poses a real threat to Russia that should not go unanswered, and Moscow has a wide range of possible countermeasures at its disposal.

The USA is probably planning to station the BGM-109 Tomahawk land-based US cruise missiles there, which had previously been banned by the INF Treaty.

Recurring pro-Kremlin disinformation narrative about missile defence systems.

The Aegis missile defence system (Aegis Ashore Ballistic Missile Defence System) is not in violation of the INF Treaty. The US State Department issued a detailed rebuttal of Russian allegations of US noncompliance with the INF Treaty in 2018.

According to the U.S. Naval Forces Europe-Africa (2016): the Aegis Ashore Missile Defence System is part of the European Phased Adapted Approach, designed to protect European NATO allies, and U.S. deployed forces in the region, against current and emerging ballistic threats from the Middle East. U.S. Naval Forces ruled out the possibility of targeting the Russian Federation with the "Aegis Ashore" system.

The Romanian Defence Minister Teodor Melescanu also reiterated on 7 February 2019 that "Aegis Ashore" was a strictly defensive system.

The missile defence stations, also known as "Aegis Ashore", are technically based on the Mk41 launchers (in accordance with the INF Treaty) used on ships, which can also launch cruise missiles. According to the US government they are modified that they can only launch defence missiles and not offensive ground-to-ground missiles, concludes the Research Services of the German Bundestag in 2018 (P.2, in German).

New OPCW-report questions official findings about chemical attack in syrian Douma
Additional details: A new report written by an engineer from the Organisation for the Prohibition of Chemical Weapons (OPCW) emerged. The report challenges the official OPCW report from March, which accused Damascus of being behind the Douma incident from last April.

However, the new report now suggests that the gas canisters were placed by hand at the site of the attack, possibly by rebels active in the area. In the West, these revelations were virtually ignored. Several prominent activists criticised the mainstream media for their lack of coverage.

In addition, the White Helmets operate exclusively in areas controlled by militants and are accused of cooperating with extremists and staging chemical attacks.

Recurring disinformation narratives deflecting blame for chemical attacks from the Assad regime; painting the White Helmets as cooperating with extremists; and aiming to discredit the OPCW.

The "never-before-seen-report" appears to be an engineering assessment carried out by one individual who, contrary to RT Deutsch's false claim, was never a member of the Fact-Finding Mission and is not currently employed by the organisation.

The individual, however, was affiliated with the OPCW as an engineer and apparently had access to materials gathered in the course of the Douma FFM, and based his/her conclusions on the same evidence pool.  An OPCW press statement confirms that "all information was taken into account, deliberated, and weighed when formulating the final report regarding the incident in Douma."
The OPCW Technical Secretariat is conducting an internal investigation about the unauthorised release of the document in question.

Regardless of the leaked document's authenticity, its conclusion that the cylinders could not have been dropped from helicopters:

a) has been addressed in the actual OPCW report on Douma (Annex 6, pp. 55-56);

b) does not support the outlandish claim that the incident was staged "and designed to frame the Syrian government."

Additional details: For weeks and months, the media and governments in the EU have been warning against Russian influence in the elections. Now the elections to the EU Parliament are just around the corner - only we are still waiting for indications of manipulation by the evil Russians.

Recurring pro-Kremlin narrative that allegations of Russian interference in electoral processes in the EU and in the West are spread by European elites in order to divert attention from the real problems of the EU countries.

Attempts of election meddling by Russia are already well documented. Investigations were conducted by the authorities of various countries, Parliament's committee (UK) , as well as by journalists.  Numerous investigations have provided convincing evidence of Russian interference in the Brexit referendum and in elections across Europe and in the US.  Thus, in the US, 126 million people were reached on social media by Russia-linked users, 29 million of them have seen the content "directly". Ahead of the European elections 2019, Microsoft registered cyberattacks targeting think tanks and non-profit organisations working on topics related to democracy, electoral integrity, and public policy, that are often in contact with government officials.  Microsoft continues to investigate the source of these attacks, but is confident that many of them originated from a group called Strontium, also known as APT 28 or Fancy Bear – which is believed to be associated with Russia’s military intelligence agency, the GRU. Misleading statistics; confusing the election results with a claim that 73% of the Ukrainians being against the recently adopted law "On ensuring the functioning of the Ukrainian language as a state language". 

According to a poll in 2018, more than half of Ukrainians (61%) believe that the Ukrainian language should be the only state language, while the Russian language should be freely used in all spheres of life.  Opinion polls conducted by KMIS, Sociological Group Rating, and GfK Ukraine in 2016-2017 demonstrate that the status of the Russian language is important to just one percent of respondents. KMIS research in May 2017 shows that the share does not exceed 3% even in eastern regions.

Claims that the Russian language is officially banned in Ukraine are not true.  It is a recurring pro-Kremlin disinformation narrative about the Ukrainian language law and discrimination against Russian speakers.

Background information

On the 25th of April Ukrainian parliament passed the law "On ensuring the functioning of the Ukrainian language as a state language", which establishes mandatory use of Ukrainian in most areas of public and communal life.  The new Ukrainian president Volodymyr Zelenskyi said he will do a thorough analysis of the new language law. Some Western observers commented on the language law and mentioned its comprehensive nature and possible negative consequences. On May 21 the UN Security Council declined to review Ukrainian language law at Russia’s request.

First mentioned as a Polish city in 997 or 999, Gdańsk (Gdansk) was part of the Polish diocese of Włocławek. During its history, Gdansk has been under Polish, Prussian and German rule. From 1919 to 1939 Gdansk had the status of the free city of Danzig under the Treaty of Versailles. In 1938, Poland refused Hitler’s demand to give the city to Germany. This was used by Germany as provocation for an attack on Poland on September 1, 1939, which precipitated World War II. Gdansk was returned to Poland in March 1945 as part of the decisions made by the Allies at the Potsdam conference.

The video was first reported on by the German magazine Spiegel and the newspaper Süddeutsche Zeitung. The two media outlets didn’t reveal the source of the video. There is no evidence to support the theory that the video is a result of a Western secret service operation.

The Dutch-led Joint Investigation Team has concluded that flight MH17 was shot down on 17 July 2014 by a missile of the 9M38 series, launched by a BUK-TELAR, from farmland in the vicinity of Pervomaiskiy (or: Pervomaiskyi). At that time, the area was controlled by pro-Russian fighters. The BUK-TELAR was brought in from the territory of the Russian Federation and subsequently, after having shot down flight MH-17, was taken back to the Russian Federation.

There is no connection between the Eastern Partnership and the military conflict in Eastern Ukraine.

The Eastern Partnership (EaP) is a joint initiative involving the EU, its Member States and six Eastern European Partners: Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine.

There was no coup d’état in Ukraine in 2014. The Euromaidan protests were a spontaneous reaction among large parts of the Ukrainian population, ignited by the decision of former President Yanukovych not to sign the Association Agreement with the European Union in November 2013. The Maidan movement resonated with widespread discontent with corruption and mismanagement under Yanukovych’s rule.

In April 2014, the head of the National Security Council of Ukraine, Oleksandr Turchinov, announced the launch of the Anti-Terrorist Operation in Eastern Ukraine.  This was a reaction to attempts by illegal Russian armed groups controlled by Russia to seize administrative buildings and security forces in the Donbas. The fighting began the next day of the same year. Later, the anti-terrorist operation was reformatted into the United Force Operation.

In addition, the Parliamentary Assembly of the Council of Europe in April 2018 at the official level found Russia guilty of occupying Donbas. The Assembly’s report introduced the concept of "temporarily occupied territories (of Ukraine) in the Donetsk and Luhansk regions, controlled by the Russian occupation administration".

Russian State TV compares Ukrainian local police approaching people wearing St.George ribbons, on the occasion of May 9, with “police attacking Jews” in Nazi Germany. Nazi Ukraine is an often-encountered pro-Kremlin disinformation narrative.

The St. George ribbon was banned in Ukraine in 2017 as part of continuing efforts to de-Communise Ukraine.  The law introduced fines and potential jail time for people who appear in public wearing a black-and-orange ribbon, after it became widely viewed as a symbol of Russian aggression. The exception is for ‎World War II veterans.  On 9 May, Ukrainian police registered 45 incidents in Ukraine about the use of prohibited symbols (“St. George ribbon,” red flags, sickle and hammer symbols), according to the press service of the Ministry of Internal Affairs. In fact, this has nothing to do with the way Jews were persecuted in Nazi Germany.

In fact, the government of Georgia regained control over Pankisi Gorge through the Train and Equip Program (GTEP) by the US Government, which ultimately saved the country from Russian intervention. GTEP, with a budget worth USD 64 million, began on May 27, 2002, and was implemented in several phases. As a result, Georgia's Armed Forces significantly increased its capacity in the direction of combined operations implementation; abilities and skills of conducting anti-terrorist operations were improved and strengthened. Recurring pro-Kremlin disinformation narrative about Ukraine and discrimination against Russian speakers.

The Verkhovna Rada passed, on April 25, the law "on ensuring the functioning of the Ukrainian language as a state language".  The law establishes mandatory use of the Ukrainian language in most areas of public and communal life, including the mass media, education, science, etc.

However, the law does not forbid the use of Russian or other languages in private communication and religious ceremonies.  Moreover, Russian and other languages can be present in book publishing, the press, including radio and television, education and the service sector. The law allows the use of other languages in the healthcare system and in law enforcement.

In addition to this, the law stipulates that in accordance with the European Charter for Regional Languages and Languages of National Minorities, the government should develop a law safeguarding language-rights of the minorities within six months of the language law entering into force.

For discrimination of the Ukrainian language, including in favour of Russian, administrative responsibility is given.  In the humanitarian sphere - education, science, culture, sports - for violating language policy, there is a fine of 200-300 times the non-taxable minimum wage (now it is from 3400-5100 hryvnias).n The entry into force is delayed for three years.

A February 2019 Interior Ministry communique records 1,063 "anti-Christian acts" committed throughout 2018, without further differentiation between the type, gravity, or target of these acts. The figures have been reported in all of France's widest-read newspapers.

On the other hand, a detailed report for 2017 records 878 acts of vandalism perpetrated against all types of "Christian sites," which aside from churches include cemeteries, chapels, calvaries, statues, and tombs (p. 14-15). Commenting on the data, even French bishops described the incidents as "less pressing" than those targeting religious minorities, adding that the Christian clergy in France" do not want it thought that they feel persecuted."

UK is against Azerbaijan

This report comes after Arsenal and Chelsea fans were apparently warned they could be a target for terror attacks in Azerbaijan. The Premier League sides will compete in the Europa League final in the capital city of Baku on May 29. But British media reports wrote about a ‘likely’ attack.

This has been taken out of context, as the UK government responded, explaining this advice is not new: "We did not issue a new warning on the threat from terrorism in Azerbaijan. We issued an update to our Azerbaijan travel advice on 1 May to remove advice on travelling through Istanbul. It noted that there are consultative pages on every country for British people travelling abroad: “Each travel advice country page has a dedicated section with information on our assessment of the threat from terrorism in that country. This is to ensure we fulfil our duty of care to British nationals and is under constant review. Our assessment of the threat from terrorism in Azerbaijan has not changed.”

"The British Embassy is surprised that travel recommendations published in the Azerbaijani media referring to the UK Foreign Ministry are constantly posted on the Ministry"s website. The citations referenced by the media have existed for several years. Travel recommendations are not subject to discussion. Recurring disinformation about the causes of the Notre Dame of Paris fire.

The cause of the fire at Notre Dame is not yet clear, the investigation is ongoing. According to the official investigation, most likely an accident occurred due to renovation works activity, which started more then one year ago at Notre-Dame. In particular, according to firemen, the fire started in the area under renovation. The fire began from a spire which was encircled in scaffolding.

MV-lehti's editor in chief resided for years in occupied Donetsk and founded another media outlet there. In the "About" section of the website the war in Ukraine is described as a "civil war", which is recurring pro-Kremlin disinformation. See the archived version of the web page here. The Office of the Prosecutor of the International Criminal Court stated that “the information available suggests that the situation within the territory of Crimea and Sevastopol amounts to an international armed conflict between Ukraine and the Russian Federation". It was not the European Union, but Russia, which triggered military conflict in Ukraine.

The Office of the Prosecutor of the International Criminal Court has stated that "the information available suggests that the situation within the territory of Crimea and Sevastopol amounts to an international armed conflict between Ukraine and the Russian Federation".  This international armed conflict began at the latest on 26 February 2014 when the Russian Federation deployed members of its armed forces to gain control over parts of the Ukrainian territory without the consent of the Ukrainian government. The European Union stated in July 2014 that "arms and fighters continue flowing into Ukraine from the Russian Federation." Russian President Vladimir Putin admitted Russia's military presence in Ukraine in 2015.

Moreover, the European Union supports Ukraine in ensuring a stable, prosperous and democratic future for its citizens.

The Verkhovna Rada of Ukraine is not responsible for violations of the Minsk Agreements because Russian mercenaries in the occupied Donbas violate international agreements by attacking the Ukrainian army on a daily basis.  According to a report by the OSCE monitoring mission, in the first quarter of 2019, more than 83,000 cease-fire violations were recorded in Donbas.

In addition, Russia and the "LDNR" militants refuse Ukraine’s proposals on the exchange of prisoners.  Kyiv has repeatedly stated that Russia deliberately delays the process of exchanging prisoners, using Ukrainian citizens as a lever to pressure Ukrainian authorities.  The last such exchange between Ukraine and Russia occurred at the end of December 2017.  Since then, Russia has rejected any proposals from the Ukrainian side.

Under the communist regime, unemployment didn't officially exist, and the full employment was named as a target in the constitution of 1952. In fact, the inefficient labour market, along with overblown state administration created a separate category of unemployment - so called 'unemployment in places of employment'. It meant that even though everybody was employed officially, many people were in fact redundant - some data say that this phenomenon reached as many as 50% of employed people. Moreover, no reliable data about economy in the Polish People’s Republic is available, as the state deceived their public and each other with the statistics.

According to Eurostat and OECD data, the current unemployment rate in Poland is among the lowest in the EU.

According to the latest available data by OECD (2016), the income inequality indicator for Poland is as high as 0.28 (where 0 means complete equality and 1 - complete inequality), which puts Poland on the 9th place among the EU countries.

The goals and values of the EU (respect for human rights and freedoms, representative democracy, the rule of law, equal rights for all citizens before the law, etc.) and political systems of the EU member states are a million miles away from ISIS ideology. The EU is based on a strong commitment to promoting and protecting human rights, democracy and the rule of law worldwide. The Treaty of Lisbon stipulates that the EU "shall develop a special relationship with neighbouring countries, aiming to establish an area of prosperity and good neighbourliness, founded on the values of the Union and characterised by close and peaceful relations based on cooperation." On November 25, border patrol boats belonging to Russia’s FSB security service seized two small Ukrainian armoured artillery vessels and their crews after shooting at them, wounding several Ukrainian servicemen. Russia argued that they were in Russian waters.

However, a bilateral treaty between Russia and Ukraine, signed in 2003 and ratified by Russia in 2004 governs the use of the Kerch strait and the Sea of Azov. The agreement states this stretch to be the “internal waters” of both Russia and Ukraine.

German intelligence is conducting surveillance not only on German right-wing parties, but also those abroad. When right-wing parties came to power in Austria they stopped the German surveillance. Therefore it is logical that there was a special operation to destroy the government of Austria.

Perhaps in one year we will learn whether it was an operation to diminish popularity of  the right-wing forces in Austria and German, or if this was operation to destroy the government in Austria. Who is responsible? Germany is really prominent in this, in creating these informational waves.

The video was first reported on by the German magazine Spiegel and the newspaper Süddeutsche Zeitung. The two media outlets didn’t reveal the source of the video. There is no evidence to support the theory that the video is a result of German secret service operation.

Recurring pro-Kremlin disinformation narrative about Ukraine and the war in Ukraine.

Russia provoked the war in Eastern Ukraine.

The Office of the Prosecutor of the International Criminal Court recognised that “the information available suggests that the situation within the territory of Crimea and Sevastopol amounts to an international armed conflict between Ukraine and the Russian Federation".  The international armed conflict began at the latest on 26 February 2014 when the Russian Federation deployed members of its armed forces to gain control over parts of the Ukrainian territory without the consent of the Ukrainian Government.

The European Union stated in July 2014 that "arms and fighters continue flowing into Ukraine from the Russian Federation".  At the NATO Summit in Wales in September 2014, NATO leaders condemned in the strongest terms Russia’s military intervention in Ukraine and demanded Russia to stop and withdraw its forces from Ukraine and from the country’s border.  NATO leaders also demanded Russia to comply with international law and its international obligations and responsibilities; refrain from aggressive actions against Ukraine; halt the flow of weapons, equipment, people and money across the border to the separatists; and stop fomenting tension along and across the Ukrainian border.

According to the US Defence Intelligence Agency (DIA), Russian special forces and troops operated to mobilise, lead, equip, and support separatist militias in the Donbas region of eastern Ukraine from spring 2014 to the present, although their presence was denied by Moscow.
