Sunday 11 November was a tricky day for the pro-Kremlin disinformation campaign, on two fronts.

In Ukraine, the Russia-backed separatists held illegitimate elections that were not recognised by the international community.

At the same time in Paris, world leaders gathered to commemorate the World War I centenary. Later at the Paris Peace Forum, Ukrainian President Petro Poroshenko discussed the unlawful elections with the French and German leaders – without Russia’s President, a signal of non-recognition of the so-called Donbas “elections”.

The solution, in Russia’s disinformation style: attack the opponent.

TV channel Rossiya 1 made bold false claims aiming to show how the Ukrainian President was ignored, dismissed and isolated by the other leaders in Paris. It showed misleading footage to falsely state that US President Donald Trump refused to shake Poroshenko’s hand – even the US President does not have hands several meters long, which was in fact the distance between the two presidents, as clearly shown in this image.

The heavyweight megaphones of pro-Kremlin disinformation were located on the ground in Donbas, Ukraine during the same day. Seeking to legitimatise the non-recognised elections, so called “international election observers” were praising the separatists as election organisers.

“The Western countries today are dictatorships. A dictatorship of liberalism, of the military bloc of NATO; and this is our main threat today. There is pure democracy here in Donbas”, stated the person who was introduced as a ”Finnish political scientist”. His German colleague followed up: “Donbas elections comply with all the international standards.”

Interestingly enough, both of these “observers” have been found guilty and sentenced by the courts in their home countries. The Finnish was given a suspended sentence for harassing and slandering a Finnish journalist, whilst the German politician was sentenced in June to seven months and one week on parole – because of manipulating the 2016 local elections in the German State of Niedersachsen, according to Deutsche Welle.

The German-language disinformation about the Donbas “elections” reached at least 110,000 impressions on Twitter. Was it really all uninformed users who walked into the trap of pro-Kremlin disinformation? We took a closer look at the 50 most active Twitter accounts sharing disinformation around the “elections” on Twitter.

Turns out the respective group of 50 had a pretty busy weekend on Twitter – a digital detox may be advisable. On Sunday alone, they tweeted almost 5500 times altogether – average of 110 daily tweets per user. Globally, digital consumers spend 2:15 hours per day on social media. For the highly-engaged German tweeters, this would mean they posted about 51 times per hour on Sunday! This strongly suggests automation was at play.

Elections in general were in fact a target for the disinformation campaign last week, with the aim to distract the audience from Russia’s attempts to influence several foreign elections. We heard that it was the UK secret services, not Russia, that interfered with the US presidential elections (actually there is vast amount of evidence on Russia’s operation to interfere with the US elections) and that it was the US that organised Brexit in order to destroy the EU. We also heard that the US intelligence service has admitted there were no signs of foreign interference in the US mid-term elections – in reality the US statement said there was no compromising of US election infrastructure, but also clearly warned that foreign actors, Russia in particular, continue to try to influence voter perceptions through actions intended to sow discord.

Finally, the Russian-language media quickly picked up the alarming false message that 20 thousand armed migrants have gathered at the border of Croatia, getting ready to break into the EU. No evidence given, TV show uses misleading footage to justify false messages. The Ukrainian president was invited to Paris at the same time as all the other delegations. The TV show refers to a tweet by spokesperson of the Ukrainian president Svyatoslav Tsegolko to make the claim about the last minute invitation, but there is no such tweet.

The Ukrainian airplane was parked where there was room at the airport, next to the Boeing 747 of the Qatar Emir. The image shown in the program is zoomed in to not to show the surrounding aircrafts.

As for Trump, it would have been physically impossible to shake hand with Poroshenko from where he stood. The image shown is misleading because of the perspective. Poroshenko was seated at the second row and six persons to the left of Trump, several meters away from the US president.

The program ignores the fact that at the Paris peace forum, leaders of France, Germany and Ukraine discussed the elections held by Russian-backed separatists in Donbas and condemned them as illegitimate. Russia's president was not part of the meeting.

The European Union does not recognise and continues to strongly condemn this violation of international law, which remains a challenge to the international security order. This position is based on the UN Charter, which clearly states that the territory of a State cannot be acquired by another State resulting from the threat or use of force, as well as on the Helsinki Final Act in which the signatories declared their intention to respect the inviolability of frontiers and territorial integrity.

UNGA Resolution 68/262, which condemned Russia's illegal actions in Ukraine, was supported by 100 United Nations member states. Only 10 states opposed it.

On 18 June 2018, the Council extended the restrictive measures in response to the illegal annexation of Crimea and Sevastopol by Russia until 23 June 2019.

Therefore, any such office / representation would not be officially recognised. Previously, pro-Kremlin disinformation announced the launch of Donetsk People’s Republic representative office in Helsinki and France.

According to the study by data scientists at Swansea University and the University of California, Berkeley, the accounts posted more than 45,000 tweets about Brexit in the 48 hours before the vote. The majority of the posts encouraged Britons to vote for Brexit. The authors believe the posts were seen hundreds of millions of times.

Earlier this year, at the joint press point with the Prime Minister of Ukraine Volodymyr Groysman, the High Representative/Vice-President Federica Mogherini reiterated the continued support from the European Union side, "both on the territorial integrity and the sovereignty of the country and on the reform process that the Ukrainian citizens want to see and expect from the government, and on which you have personally done so much and continue to do so much".

According to Snopes, the websides conflated an existing UNHCR programme with a separate humanitarian program involving Soros and Mastercard. The UNHCR programme was launched in Moldova in 2011 and expanded in 2016, and the beneficiaries receive 30-36 Euros a month. Most beneficiaries only receive money for six months, until their asylum applications are evaluated - althogh the period can be extended for refugees and those under humanitarian protection if they are sick or unemployed.

The Mastercard programme was established with the involvement of Mastercard, the Serbian Ministry of Labour and Mercy Corps to provide debit cards to refugees to meet basic needs. Families received cards with EUR 210 and individuals got EUR 70. The money could be used to help meet basic needs. Later, in January 2017 Soros and Mastercard launched a new programme providing private sector solutions to social issues.

The UNCHR has been involved with a program to provide cash to refugees via debit cards to help meet immediate needs, and George Soros has been involved with a program to assist migrants in partnership with MasterCard, but Soros is not funding the distribution of MasterCard debit cards to refugees via the United Nations. https://bit.ly/2Oy3KpJ
