Selective toughness: the Kremlin’s rhetoric around Nagorno-Karabakh

For a long time Russia has portrayed itself as Armenia’s main security guarantor, with thousands of servicemen deployed there through its 102nd military base and FSB border guards watching over guarding Armenia’s borders with Iran and Türkiye on the basis of bilateral agreements from 1992 and 1995. However, when developments in Armenia and Nagorno-Karabakh became less manageable for Russia, the Kremlin tried to compensate with a disinformation campaign targeting, above all, Armenia’s political leadership and the so-called ‘collective West’.

Handling the peace

The history of the Nagorno-Karabakh conflict is complex. Azerbaijan and Armenia have fought several wars over the region in recent decades. The 2020 war resulted in Azerbaijan getting control of parts of Nagorno-Karabakh as well as seven surrounding districts. See this brief explainer.

Following the 44-day-war over Nagorno-Karabakh in 2020, Russia deployed its peacekeepers to the region as a part of the November 2020 Trilateral Statement signed by Armenia, Azerbaijan, and Russia. The deal’s fine print was ambiguous about Russia’s mandate and obligations, with the exception of the deployment of its peacekeepers along the line of contact in Nagorno-Karabakh and along the Lachin corridor – the artery linking Armenia with the region. Back then, President Putin proclaimed: ‘We believe that the achieved agreements will create the necessary conditions for a long-term and full-fledged settlement of the crisis.’

However, over the course of 2022-2023, media reported that Russian peacekeepers were not fulfilling their commitments and that most people in Nagorno-Karabakh had been left unprotected. According to analysis of the situation, Russia was distracted by its invasion of Ukraine and had lost its grip on the South Caucasus.

On 19 September 2023, Azerbaijan launched a large-scale military operation that gave Baku total control over Nagorno-Karabakh. As a result, almost all Karabakh Armenians fled the region. According to statements by spokespersons for the Kremlin and the Russian Ministry of Foreign Affairs on the events of September 2023, Baku did not inform Russia of its intentions or did so only at the last minute. Although, reportedly Baku did inform Moscow. Either way, the situation presented Russia with a dilemma.

Blame! Blame! Praise!

After Azerbaijan’s military operation, Kremlin started a ‘face saving operation’, putting its disinformation machine into full speed: blame the West, blame the Armenian government, and praise Russian peacekeepers. According to the independent Russian investigative journalism outlet Meduza, the Kremlin distributed guidelines to state-controlled media outlets to get the message straight.

On the day Azerbaijan’s military operation started, the editor-in-chief of Russia Today, Margarita Simonyan, again blamed Armenian Prime Minister Nikol Pashinyan for the situation in Nagorno-Karabakh. Former President of Russia and Deputy Chairman of the Security Council Dmitry Medvedev ‘told a story’ on Telegram about ‘a colleague from a fraternal country, who decided to flirt with NATO, and his wife brought biscuits to our enemies.’ Medvedev asked rhetorically, ‘Guess what fate awaits him…’.

In October 2023, Russian state TV outlet Channel One dug into the ‘good old narratives’ archive and ‘exposed’ alleged ‘master-servant’ connections between Armenian authorities, including Pashinyan, and vilified US philanthropist George Soros. It was not the first time and presumably not the last. And of course, another all-time classic: Pashinyan was called a puppet of the West.

The West itself is getting the lion’s share of Russian disinformation attacks for allegedly trying to squeeze Russia out of the South Caucasus and using Armenia as a tool to that end. For establishing the unarmed civilian EU Mission in Armenia. At first, outlets claimed that the Mission’s goal was to diminish Russia’s role in the region. Now, they say that the Mission is there to spy.

More broadly, commentators have asserted that the West provoked a conflict between Armenia and Azerbaijan and is enslaving Armenia; that the EU is interfering in Armenia’s internal affairs. In addition, according to Russian Foreign Ministry spokesperson Maria Zakharova,’the West’ torpedoed Russian initiatives to bring peace to the South Caucasus. You name it! They blame it!

Creeping ‘enslavement’

Armenia’s decision to ratify the Rome Statute of the International Criminal Court (ICC) irritated the Kremlin. Its spokesperson, Dmitry Peskov, described the decision as ‘extremely hostile’, and articles in pro-Kremlin outlets claimed that Armenia is in ‘the process of legal enslavement … by the ICC’. Deputy Foreign Minister Mikhail Galuzin described the ICC as a ‘politicised pro-Western structure’ and Armenia’s decision to ratify it as ‘to put it mildly, unfriendly’. Despite the pressure, the Armenian parliament ratified the treaty on 3 October 2023, and President Vahagn Khachaturyan signed it into law on 13 October 2023.

Another pebble in the Kremlin’s shoe is Pashinyan’s decision not to participate in a summit of the Russia-led Collective Security Treaty Organisation (CSTO) on 23 November 2023 in Minsk. Earlier, Zakharova repeated the message about Western meddling leading Armenia to ‘enslavement’ after the Armenian prime minister announced that Armenia would not be participating.

In his interview with The Wall Street Journal in October 2023, Pashinyan said that neither the CSTO, nor the bilateral security agreements between Russia and Armenia fulfilled their obligations in times of need in 2021 and 2022. Therefore, Armenia needs to diversify its relations in the security area. More recently, on 24 November 2023, Prime Minister Pashinyan said that Armenia’s membership in the CSTO will depend on ‘its own state interests’.

Shifting the blame

In various contexts and occasions, the Kremlin’s disinformation machine has cultivated the tactic of shifting blame while feeding the information space with aggressive rhetoric. The full-scale invasion of Ukraine, putting the responsibility on Ukraine – the invaded country or “the West”, is a perfect example of Kremlin’s manipulations shaping the domestic and international information space for its benefit. Russian state and pro-Kremlin outlets use this strategy when a situation is uncomfortable for Moscow. Kremlin narratives targeting Armenia are yet another example.

Подготовка за зимата

В Украйна зимата дойде. Откакто започна през февруари 2022 г., пълномащабната война на Русия навлиза в своя трети зимен период. В края на миналата седмица станахме свидетели на може би най-интензивните руски атаки с дронове срещу цивилни цели в Украйна. Какъв е обичайният кремълски коктейл от послания и дезинформация, когато стане студено? Един по-внимателен поглед върху предишните зимни периоди, през 2022 и 2023 г., може да послужи като индикация какво да очакваме през тази зима.

След повече от 21 месеца интензивна война и безсмислени разрушения в Украйна по всички направления, дезинформацията на Кремъл вече дори не се опитва да скрие целта на Москва: а именно, унищожаването на модерната украинска държава. Отричат се украинската държавност и идентичност. Путин и подгласниците му повтарят, че Русия не може да приеме съсед, който се стреми да изгради бъдещето си извън контрола на Москва. Кремъл възприема почти като закон на природата, че светът трябва да бъде устроен именно по този начин. Проучванията на общественото мнение на Левада-Център – единствения руски институт, който не е под правителствен контрол, продължават да показват, че около 70 процента (41+32%) от руснаците изразяват подкрепа за руските военни действия в Украйна.

Как обаче да бъдат убедени хората извън Русия? Отговорът е, че това се прави чрез груба сила и манипулация.

Мраз и подчинение

Мними преговори

Перспективата за мирни преговори има магическо звучене. Кремъл многократно използва хватката да се преструва, че иска мир. Екипът на “EUvsDisinfo” описа тази тактика още преди войната – във връзка със спорните мирни предложения от декември 2021 г., които, наред с другото, призоваха НАТО да се върне в границите си отпреди 1997 г. След пълномащабното нахлуване, на преговорите в Беларус през март 2022 г. Москва поиска Киев да се откаже от територии и директно да се предаде. През есента на 2022 г., след унищожаването на селскостопанска инфраструктура, пристанища и обработваеми земи в мащаб, невиждан в най-новата световна история и абсурдното така нареченото „официално анексиране“ на четири украински региона към Руската федерация, те опитаха отново: приемете загубата на анексираните територии и спрете да се биете!

Зима 2023: измамната песен на сирените

Вече навлизаме в месец декември на 2023 г., а руските ракети и дронове действат паралелно с опитите на Кремъл да посее нови съмнения в авторитета на политическите лидери както на Украйна, така и на Запада. През предишните седмици документирахме как кампанията срещу президента Зеленски, съпругата му и командващия украинските въоръжени сили генерал Залужний отново набра скорост.

Тази седмица очернящата кампания се разви с широко отразяване в руски държавни медии и прокремълски платформи на „разкрития“ на Дейвид Арахамия, водещ член на политическата партия на Зеленски и ръководител на украинската делегация на мирните преговори през пролетта на 2022 г. – вижте три примерите тук, тук и тук. Паралелно с това Кремъл гласовито и непрекъснато повтаря идеологемите си за отслабване на международната подкрепа за Украйна – че тази страна уж е нацистка, контролирана от корумпирани педофили, разделяна от опити за преврат и даже отчаяно изпращаща старци и деца на фронта. Същевременно Полша, друг любим обект за критики от страна на Москва, е бичувана, че искала да възроди Полската империя.

Накратко – посланието е, че Западът трябва да изостави Украйна и да търси споразумение с Москва. Ситуацията обаче прилича на легендите от гръцката митология, в които измамната песен на сирените е предназначена да примами моряците да се отклонят от курса и да корабокрушират.

Prepare for winter

Winter has come to Ukraine. As Russia’s full-scale war enters the third cold period since February 2022, last weekend saw perhaps the most intense Russian drone attacks on civilian targets across Ukraine. What is the usual Kremlin cocktail when it gets cold? A closer look at the previous cold seasons in 2022 and 2023 can serve as a warning of what to expect.

After more than 21 months of high-intensity war and wanton destruction across all sectors of Ukraine, the Kremlin’s disinformation does not even try to hide it: Moscow’s aim is the destruction of the modern Ukrainian state. Ukraine is denied statehood and identity. Putin and every pundit repeat that Russia cannot accept a neighbour which seeks its future outside Moscow’s control. It has become almost a law of nature for the Kremlin that the world must be structured this way. Public opinion polls made by the only institute outside government control, the Levada-Centre, continue to show that around 70 per cent (41 + 32 per cent) of Russians expressing support for Russian military operations in Ukraine.

But how to convince people outside of Russia? Brute force and manipulation are the answers.

Freeze them into submission

It was not possible to break the spirit of Ukraine in the initial cold months of February, March and April 2022 despite heavy attacks as we documented in this overview of the first 100 days.

During the last winter, from November 2022 onwards, Moscow tried again to ‘massage target audiences’ in Ukraine with massive bombardments to destroy energy and heating infrastructure. They also tried demoralising Europe with predications that the continent would collapse due to the absence of Russian gas. None of this worked for the Kremlin. Ukraine remained and Europe endured. Pretend negotiations

The prospect of peace talks has a magical ring to it. What can be more tempting to people under a hailstorm of bombs than to hear that peace negotiations are underway and their suffering will end? But Ukrainians in places like Bucha, Mariupol, regions near Kharkiv, and elsewhere learned the lesson of what peace under Russian control entails: deportation and atrocities.

The Kremlin has used the trick of pretending to want peace a couple of times. We examined this tactic before the war in the unpalatable December 2021 peace proposals that inter alia called for NATO to roll back to its pre-1997 borders. After the full-scale invasion, during talks hosted in Belarus during March 2022, Moscow demanded that Kyiv give up territory and simply surrender. In the autumn of 2022, after the destruction of agriculture infrastructure, harbours, and fields not seen in recent world history and the absurd, so-called formal annexation of four Ukrainian regions into the Russian Federation, they tried again: accept the loss of annexed territories and stop fighting!

Winter 2023: the luring siren song of peace

As we enter December 2023, Russian missiles and drones are accompanied by the Kremlin’s attempts to sow new doubts about the credentials of political leaders in Ukraine and in the West. During previous weeks, we documented how the campaign against President Zelenskyy, his wife, and the commander of the Ukrainian armed forces, General Zaluzhnyi, has gained new speed.

This week, the campaign developed with broad coverage in Russian state outlets and pro-Kremlin platforms (here, here and here) of ‘disclosures’ by David Arakhamiya, a leading member of Zelenskyy’s political party and the head of the Ukrainian delegation to the spring 2022 peace talks. Outlets cherry-picked quotes about how peace negotiations in Belarus in March 2022 could have succeeded, had it not been for the sinister hand of the Anglo-Saxons and in particular Boris Johnson, who is labelled a warmonger in the Kremlin ecosystem.

Pro-Kremlin outlets focus on the first element: peace could have been secured if only Ukraine had vowed to remain neutral outside NATO. They forget to mention the other important part of Arakhamiya’s interview to the Ukrainian media outlet 1+1 and quoted by Ukrainskaya Pravda: there was no trust in Kyiv that Russia would abide by such a deal and not attack again.

Judging from experience, the Russian approach to negotiations is that concessions made to Moscow are followed by yet tougher demands by Russia for more concessions by the weaker interlocutor.

Meanwhile, the Kremlin’s renewed and endless tropes hope to weaken international support to Ukraine by falsely alleging that the country is Nazi, controlled by corrupt paedophiles, divided by coup attempts, and desperately sending elderly people and kids to the front. Meanwhile Poland, Moscow’s favourite whipping boy, is accused of wanting to revive the Polish empire.

In short, the West needs to abandon Ukraine and seek an accord with Moscow. However, like in Greek mythology, the deceptive siren song is designed to lure sailors off course and into a shipwreck.

The deep winter freeze that wasn’t

Kremlin narratives and hard realities rarely meet. In one of many examples, pro-Kremlin and Russian state-controlled disinformation outlets have ceaselessly declared since the February 2022 full-scale invasion that the ‘special military operation’ is going well, despite the fact that Ukraine has retaken at least half of territory that Russia initially occupied.

But of all these feats of wishful thinking, perhaps the most striking was the Kremlin’s determination to believe that, without imported Russian gas, Europe would freeze to death. Rarely have disinformation narratives arisen with such a dramatic clamour of impending doom, only to disappear relatively quickly into a defeated and ignominious silence.

However, the Kremlin’s core disinformation narratives never die. Instead, they withdraw from sunshine, perhaps to re-emerge with the coming of night. And versions of the ‘freezing Europe’ narrative – including this one alleging that the loss of cheap Russian gas is causing Germany’s ‘de-industrialisation’ – occasionally reappear into the light of public discourse.

So let’s review how Russian propagandists have downplayed the freezing Europe narrative and what alternatives they have found for it.

Energy falsehoods evaporate with the spring

Russia began cutting gas supplies to Europe in the summer of 2022. The cuts’ goals were, mostly likely, to retaliate for European sanctions placed on Russia after the latter’s full-scale military invasion of Ukraine and to pressure Europe to revoke them. The export cuts deepened in August, even before the Nord Stream pipeline explosions in September.

Back then, as we reported last November, Russian officials eagerly predicted that Europe would freeze without Russian gas. A video released via social media, allegedly from Russian energy giant Gazprom, even emerged that purported to show that without Russia gas, Europe would freeze. In fact, pro-Russian outlets and commentators were sure that a lack of Russian gas would raise energy prices so much that the resulting crisis would provoke chaos in European streets and, eventually, the sanctions against Russia would drop.

But then, the winter passed without mayhem, and last spring, commentators dropped talk of freezing Europe. Instead, propagandists began changing the subject to allegedly counterproductive Western sanctions and high energy prices that Europeans are now suffering from. A few articles, however, decided move the goal posts and pushed off the apocalypse to future winters.

For example, this article in Russian alleged that ‘the real energy crisis in Europe is yet to come’. A similar piece declared that the ‘next winter for Europe will be more difficult’. Sometimes outlets focused their fear-mongering on Germany, a typical target. In March of this year, News Front France proclaimed, ‘Germany could face gas shortages next winter’. Another known pro-Kremlin outlet Sputnik, however, delayed the German energy reckoning to 2025.

Kremlin’s attempts to change the subject fall like autumn leaves

This autumn, larger Russian state-controlled and other pro-Kremlin outlets and commentators have completely abandoned previous claims that an energy apocalypse looms ominously over Europe. Instead, they have pushed more vague narratives while pretending that they never claimed that Europe would freeze over.

Among these watered-down disinformation narratives, the most dominant asserted that European sanctions on Russian fossil fuels are hurting Europe by raising energy prices and destroying European economies, in particular Germany’s. In this telling, sanctions are responsible for all ills. They even caused a bedbug infestation in France. But notice the shift. Instead of apocalyptic winters, Europe faces mere stagflation.

As usual, pro-Kremlin outlets never broach the topic of Russian responsibility. It was, after all, Russia’s unprovoked, illegal, and full-scale invasion of Ukraine in February 2022 that triggered Western sanctions, and Russia that began turning off its gas supplies that summer. Instead, propagandists use a cherished tactic – shifting blame ­– to conjure the cherished myth that Europe is on the verge of collapse.

Other narratives sometimes stand in for the ‘freezing Europe’ theme. Pro-Kremlin outlets talk about how sanctions are strengthening Russia, despite their obvious desire to see those sanctions removed. They also like to portray the EU as ‘enslaved’ by the US because Europeans have not submitted to Russian energy blackmail. And they love to showcase divisions within the EU on sanctions that, they assert, will fracture the bloc.

We do not see however, assertions that this winter, or maybe the next one, or the one after that will finally bring about the deep European freeze that Kremlin propagandists so evidently crave. On this topic, the pro-Kremlin infosphere is as barren as Arctic tundra.

How soon they forget the things they said

Pro-Kremlin propagandists lie about everything all the time. At times, they prefer the sort of nebulous falsehoods that contain a kernel of truth wrapped by disinformation. For example, regarding the ‘Russia is winning’ narrative, the Kremlin can point to the taking of Bakhmut, a small victory won at enormous cost, while leaving out all the territories that have freed by Ukrainian armed forces.

Arguably, the ‘freezing Europe’ narrative is different. Pro-Russian propagandists made a specific prediction for a specific time: helter-skelter would break out in European cities during the winter of 2022-2023. And the predictions did not come close to coming true. Such a failure in any credible, mainstream Western media organisation would have led to sackings, months of soul-searching, and vows to do better. The response by Russian state outlets was predictable: silence, and awkward attempts to change the subject.

Пионките на Путин

Кремъл употребява хората и техните съдби като шахматни фигури в игра, която губи.

На 21 ноември вторник отбелязахме 10-та годишнина от Революцията на достойнството в Украйна, известна още като Евромайдан. Спомнихме си онези, които загубиха живота си, защитавайки правото на Украйна да избира бъдещето си като суверенна държава, част от европейското семейство.

През годините „EUvsDisinfo“ документира безброй лъжи, които руските дезинформатори разпространяват в опит да опетнят легитимността на преломния момент, който се разигра по улиците на Киев преди десет години.

Злорадство на чужд гръб

Контролираната от Кремъл медийна мрежа за дезинформация се стреми да представи Майдана като държавен преврат, за да делегитимира протестите, протестиращите и последвалата смяна на правителството. Проруските издания също се опитват да представят Майдана като дирижиран от чужди сили – лъжа, която цели да отрече автентичното усилие на украинците, които смело излязоха на улицата и се противопоставиха на прокремълските сили. Те също така безспир наричат Украйна след Майдана „провалена държава“ в опит да оспорят суверенитета и статута й на национална държава.

На фона на казаното дотук не е изненада, че през последните дни станахме свидетели на нова серия от постове в „Х“ на руското дипломатическо ведомство във връзка с годишнината от Майдана, които без свян – подобно на престъпник, който се завръща на местопрестъплението – повтарят същите опровергани наративи.

Липса на въображение в коридорите на Кремъл

Почувствахме се отново като през зимата на 2015-2016 г. по време на руско-финландската криза с големите мигрантски потоци, пресичащи границата с велосипеди и пеша от Русия към Финландия… Точно както тогава, Русия пак прибягна до използването на незаконни мигранти, за да наложи дневния си ред срещу съседна Финландия.

Кремъл отново организира и насочи потоци от незаконни мигранти към Финландия. С набирането на скорост на мигрантския натиск, финландските власти побързаха да затворят югоизточните ГКПП, които са най-леснодостъпни, и съсредоточиха приема и обработката на търсещите убежище през северните гранични пунктове. Така те установиха контрол върху ситуацията.

Наред с насочваните от Кремъл мигрантски потоци, информационната манипулация също набира скорост. Близки до руското ръководство медии написаха, че САЩ дърпат конците зад кулисите и пречат на Русия и Финландия да имат добросъседски отношения; че Финландия незаконно затваря границата с Русия „по заповед на Вашингтон“; и че след присъединяването си към НАТО, Финландия нарочно е организирала мигрантската криза, за да я използва като претекст за затваряне на границата с Русия. Дългата ръка на Кремъл

Циничното експлоатиране на нелегалната миграция, съчетано с лавина от дезинформация, не е ново явление. Екипът ни вече описа сходна ситуация в случая с Беларус, където режимът системно използва мигрантите за политически цели, дестабилизира източните граници на ЕС и предизвиква напрежение със съседните държави членки на ЕС.

В случая с Финландия, Кремъл използва мигрантските потоци като оръжие, с което поставя Финландия и западните институции като ЕС и НАТО в позиция, в която действията им могат да бъдат критикувани като „предателство“ спрямо техните ценности и ангажименти по международни договори. Тази тактика предлага много опорни точки на кремълските дезинформатори, които изглежда получават подобаващ отзвук във Финландия.

Нещо повече – използването на незаконните мигранти като оръжие от страна на Русия поставя на изпитание не само единството на ЕС и НАТО, но и това на Финландия, в която живеят повече от 90 000 рускоговорящи граждани. Les pions de Poutine

Mardi 21 novembre dernier a été marqué par la commémoration du 10e anniversaire de la Révolution de la Dignité, également connue sous le nom d’Euromaïdan. Nous nous sommes souvenus de ceux qui ont perdu la vie pour protéger le droit de l’Ukraine de choisir son propre avenir en tant que membre souverain de la famille des pays européens.

Au fil des ans, EUvsDisinfo a documenté un nombre considérable de mensonges propagés par les désinformateurs russes pour tenter de salir l’héritage laissé par ce qui s’est passé dans les rues de Kiev il y a dix ans.

Danser sur les tombes

L’écosystème de désinformation pro-Kremlin a tenté de présenter le Maïdan comme un coup d’État pour ôter leur légitimité aux manifestations, aux manifestants et au changement de gouvernement qui a suivi. La désinformation du Kremlin a également essayé de faire croire que le Maïdan était orchestré par des puissances étrangères. Ce mensonge a pour but de nier la véritable agentivité des Ukrainiens qui sont courageusement descendus dans la rue et se sont opposés aux forces de l’État. Enfin, les colporteurs de désinformation pro-Kremlin qualifient continuellement l’Ukraine de l’après-Maïdan d’«État défaillant» afin d’essayer de remettre en cause la souveraineté de l’Ukraine et son statut d’État-nation.

Il n’est donc pas surprenant que, tout comme un meurtrier revient sur les lieux de son crime, les canaux diplomatiques du Kremlin continuent sans vergogne de diffuser les mêmes discours de désinformation sur X, même si ces discours ont été démystifiés (voir aussi ici et ici).

Le manque d’imagination du Kremlin

La tactique utilisée en Finlande par le Kremlin a comme un goût de déjà-vu. Comme pendant l’hiver 2015-2016, la Russie a de nouveau fait passer la frontière à des migrants clandestins à vélo pour signifier son désaccord à la Finlande voisine.

Lorsque le flux de migrants irréguliers organisé par le Kremlin a commencé à augmenter, les autorités finlandaises ont rapidement fermé les points de passage frontaliers du sud-est les plus facilement accessibles. Elles ont concentré les franchissements de la frontière et le traitement des demandeurs d’asile vers des points de passage plus au nord afin de mieux contrôler l’évolution de la situation.

Tout comme les flux migratoires canalisés par le Kremlin, les activités de manipulation de l’information s’accélèrent elles aussi. Sans surprise, d’après ces médias de désinformation, ce sont les États-Unis (voir aussi ici) et l’OTAN qui tirent les ficelles en coulisses et qui empêchent la Russie et la Finlande d’entretenir des relations de bon voisinage. Certains propagandistes ont décidé d’aller plus loin, de réécrire l’histoire et de suggérer que la Finlande, cette ingrate, cherchait à se venger pour les guerres qui l’ont opposée à la Russie pendant la Seconde Guerre mondiale.

Le Kremlin sème la zizanie

La tactique consistant à instrumentaliser la migration irrégulière avec cynisme en la combinant à un déluge de désinformation n’est pas un phénomène nouveau, comme nous l’avions déjà signalé pour la Biélorussie.

Dans le cas de la Finlande, le Kremlin tente de se servir des flux de migrants pour mettre le pays et les institutions occidentales au sens large, comme l’UE et l’OTAN, dans une position dans laquelle leurs actes pourraient être considérés comme une trahison de leurs valeurs et de leurs engagements envers les traités internationaux. Cette stratégie offre aux désinformateurs du Kremlin d’autres sujets de discussion, comme on l’a bien compris en Finlande.

De plus, l’instrumentalisation par la Russie des migrants en situation irrégulière vise à mettre à l’épreuve l’unité de l’UE et de l’OTAN, mais aussi celle de la Finlande, où vivent plus de 90 000 russophones. En Finlande comme ailleurs, les actes et la désinformation de la Russie ont pour vocation d’essayer de provoquer et d’intensifier les désaccords, les tensions et les tiraillements. Une aggravation des luttes intestines et la désunion ne feraient que servir les sombres desseins du Kremlin et l’aideraient à faire tourner la situation en sa faveur.

Putins Schachfiguren

Einzelne Menschen und ihre Schicksale interessieren den Kreml nicht. Sie sind austauschbar und dienen nur als Schachfiguren im verlustreichen Machtspiel des Kremls.

Am vergangenen Dienstag, dem 21. November, wurde der 10. Jahrestag der Revolution der Würde begangen, auch bekannt als Euromaidan. Wir gedachten der Menschen, die ihr Leben verloren, als sie das Recht der Ukraine verteidigten, selbst ihre Zukunft zu bestimmen und ein souveränes Mitglied der europäischen Staatenfamilie zu werden.

EUvsDisinfo hat im Laufe der Jahre zahllose, von russischen Desinformationskanälen verbreitete Lügen zum Euromaidan dokumentiert. Diese sollen die Erinnerung an den historischen Wendepunkt trüben, der vor 10 Jahren auf den Straßen von Kiew erreicht wurde.

Tanz auf den Gräbern

Das kremlnahe Desinformationssystem hat versucht, den Maidan als Staatsstreich darzustellen, um die Proteste, die Demonstranten und den anschließenden Regierungswechsel zu diskreditieren. Zudem wurde unterstellt, der Maidan sei von ausländischen Mächten inszeniert worden – eine Lüge, die die Eigeninitiative der Ukrainer leugnet, die auf die Straße gingen und sich mutig den kremltreuen Kräften entgegenstellten. Und schließlich werden die kremlnahen Desinformationsverbreiter nicht müde, die Ukraine nach dem Maidan als gescheiterten Staat zu bezeichnen. Auf diese Weise versuchen sie, die Souveränität der Ukraine und ihren Status als Nationalstaat in Frage zu stellen.

Daher ist es keine Überraschung, dass die Diplomatenkanäle des Kremls – wie ein Verbrecher, der an den Tatort zurückkehrt – schamlos die gleichen, bereits widerlegten Desinformationsnarrative auf X verbreiten (siehe auch hier und hier).

Mangelnde Fantasie in den Gängen des Kremls

Finnland muss sich wie wieder in den Winter 2015/2016 zurückversetzt fühlen. Wie damals benutzt Russland Gruppen irregulärer Migranten auf Fahrrädern, um seine Agenda gegen das benachbarte Finnland voranzutreiben.

Als der vom Kreml gesteuerte Strom irregulärer Migranten stärker wurde, schlossen die finnischen Behörden rasch die am leichtesten zugänglichen südöstlichen Grenzübergänge. Sie verlagerten die Grenzübertritte und die Bearbeitung von Asylanträgen verstärkt auf nördlichere Grenzübergänge, um die dynamische Situation besser kontrollieren zu können.

Parallel zu den kremlgesteuerten Migrantenströmen nimmt auch die kremlfreundliche Informationsmanipulation an Fahrt auf. Ihren Kanälen zufolge waren es – man ahnt es schon – die USA (siehe auch hier) und die NATO, die hinter den Kulissen die Fäden zogen und verhinderten, dass Russland und Finnland ein gutes nachbarschaftliches Verhältnis aufbauen konnten. Einige Propagandisten beschlossen, etwas tiefer zu graben und historische Fakten zu verdrehen. Sie behaupteten, dass sich das undankbare Finnland nun für die Kriege räche, die während des Zweiten Weltkriegs zwischen Russland und Finnland geführt wurden.

Öl ins Feuer

Die zynische Instrumentalisierung der irregulären Migration kombiniert mit einer Lawine aus Falschinformationen ist kein neues Phänomen, wie wir bereits im Fall von Belarus berichtet haben.

Was Finnland angeht, so versucht der Kreml, die Migrantenströme als Waffe zu benutzen. Ziel ist, Finnland und andere westliche Institutionen wie die EU und die NATO in eine Lage zu bringen, in der ihr Handeln als Verrat an ihren Werten und Verpflichtungen aus internationalen Verträgen aufgefasst werden könnte. Diese Taktik liefert den Desinformanten des Kremls weiteren Themenstoff, was in Finnland durchaus erkannt wird.

Darüber hinaus stellen die von den Russen als Waffe eingesetzten irregulären Migranten nicht nur die Einheit der EU und der NATO auf die Probe, sondern auch die Finnlands mit seinen mehr als 90 000 russischsprachigen Einwohnern. Wie anderswo auch sind Russlands Aktionen und Fehlinformationen darauf ausgerichtet, Konflikte, Polemik und Spannungen innerhalb Finnlands auszulösen und zu verschärfen. Eine Verschärfung der internen Streitigkeiten und der Uneinigkeit würde der bösartigen Agenda des Kremls dienen und ihm helfen, die instabile Situation weiter auszunutzen.

За минулі роки EUvsDisinfo було задокументовано незліченну кількість брехні, яку поширювали російські дезінформатори в спробі заплямувати спадщину переломних подій, які розгорталися на вулицях Києва 10 років тому.

Танці на могилах

Прокремлівська дезінформаційна екосистема спробувала зобразити Майдан як державний переворот, аби делегітимізувати протести, протестувальників і подальшу зміну влади. Кремлівська дезінформація також спробувала представити Майдан як організований іноземними державами переворот. Ця брехня спрямована на заперечення реальної свободи вибору українців, які сміливо вийшли на вулиці та протистояли прокремлівським силам. Зрештою, прокремлівські рознощики дезінформації постійно називають постмайданну Україну неспроможною державою, намагаючись піддати сумніву суверенітет України та її статус національної держави.

Не дивно, що, наче злочинець, який повертається на місце злочину, кремлівські дипломатичні канали на платформі X нахабно продовжували поширювати однакові спростовані дезінформаційні наративи (див. також тут і тут).

Нестача уяви в коридорах Кремля

Це нагадує події у Фінляндії взимку 2015–2016 років. Як і тоді, Росія знову вдалася до використання груп нелегальних мігрантів на велосипедах для просування свого плану проти сусідньої Фінляндії.

Оскільки організований Кремлем потік нелегальних мігрантів починав набирати обертів, фінська влада швидко закрила найдоступніші пункти перетину кордону на південному сході та зосередила прикордонні переходи й реєстрацію шукачів притулку на більш північних пунктах, щоб краще контролювати розвиток ситуації.

Разом із потоками спрямованих Кремлем мігрантів набирає обертів і прокремлівське інформаційне маніпулювання. Не дивно, що, на думку цих дезінформаційних ЗМІ, саме США (див. також тут) і НАТО керували всім за кадром і заважали Росії та Фінляндії розвивати добросусідські відносини. Деякі пропагандисти вирішили заглибитися, спотворити історичні факти й припустити, що невдячна Фінляндія тепер розплачується за війни між нею та Росією під час Другої світової війни.

Кремлівська рука розгойдує човен

Цинічна інструменталізація нелегальної міграції в поєднанні з потоком дезінформації не є новим явищем, як ми повідомляли раніше у випадку з Білоруссю.

У випадку з Фінляндією Кремль намагається використовувати потоки мігрантів як зброю, щоб поставити Фінляндію та більші західні інституції, як-от ЄС і НАТО, у становище, у якому їхні дії можуть розцінюватись як зрада їхніх цінностей та зобов’язань за міжнародними угодами. Ця тактика дає кремлівським дезінформаторам підґрунтя для додаткових тем для розмов, що чудово розуміє Фінляндія.

Навіть більше, використання Росією нелегальних мігрантів як зброї випробовує не лише єдність ЄС і НАТО, але й єдність Фінляндії, у якій проживає понад 90 000 російськомовних осіб. Як і в інших країнах, метою дій та дезінформації Росії є намагання спровокувати й загострити суперечки, навішування ярликів і напруженість усередині Фінляндії. За прошедшие годы EUvsDisinfo было задокументировано бесчисленное количество лжи, распространяемой российскими дезинформаторами в попытке запятнать наследие переломных событий, которые разворачивались на улицах Киева 10 лет назад.

Пляски на могилах

Прокремлевская дезинформационная экосистема попыталась представить Майдан как государственный переворот, чтобы делегитимизировать протесты, протестующих и последующую смену правительства. Кремлевская дезинформация также попыталась представить Майдан как организованный иностранными государствами переворот. Эта ложь направлена на отрицание подлинной свободы выбора украинцев, которые смело вышли на улицы и противостояли прокремлевским силам. Наконец, прокремлевские разносчики дезинформации постоянно называют постмайданную Украину несостоявшимся государством, пытаясь оспорить суверенитет Украины и ее статус национального государства.

Поскольку организованный Кремлем поток нелегальных мигрантов начинал набирать обороты, финские власти быстро закрыли наиболее доступные пункты пересечения границы на юго-востоке и сосредоточили пограничные переходы и регистрацию соискателей убежища на более северных пунктах, чтобы лучше контролировать развитие ситуации.

Вместе с переправляемыми Кремлем потоками мигрантов набирает обороты и прокремлевское информационное манипулирование. Неудивительно, что, по мнению этих дезинформационных СМИ, именно США (см. также здесь) и НАТО заправляли всем за кадром и мешали России и Финляндии развивать добрососедские отношения. Некоторые пропагандисты решили углубиться, исказить исторические факты и предположить, что неблагодарная Финляндия теперь расплачивается за войны между ней и Россией во время Второй мировой войны.

Marțea trecută, pe 21 noiembrie, am aniversat 10 ani de la Revoluția Demnității, cunoscută și ca Euromaidan. I-am comemorat pe cei care și-au pierdut viețile protejând dreptul Uсrainei de a-și alege viitorul ca membru suveran al familiei de țări europene.

De-a lungul anilor, EUvsDisinfo a documentat nenumărate minciuni răspândite de dezinformatorii ruși în încercarea de a păta moștenirea acestui moment de cotitură desfășurat pe străzile Kievului în urmă cu 10 ani.

Dans pe morminte

Ecosistemul de dezinformare pro-Kremlin a încercat să înfățișeze Maidanul ca pe o lovitură de stat pentru a delegitimiza protestele, protestatarii și schimbarea guvernamentală care a urmat. De asemenea, dezinformarea de la Kremlin a încercat să portretizeze Maidanul ca fiind orchestrat de puteri străine, o minciună menită să nege autoritatea autentică a ucrainenilor care au ieșit curajoși pe străzi și s-au opus forțelor aliniate Kremlinului. În sfârșit, promotorii dezinformării pro-Kremlin numesc în continuu Uсraina post-Maidan drept un stat eșuat, încercând să conteste suveranitatea sa și statutul său de stat național.

Lipsă de imaginație pe coridoarele Kremlinului

Probabil că atmosfera din Finlanda amintește de cea din iarna 2015–2016. La fel ca atunci, Rusia a recurs la folosirea unor grupuri de migranți ilegali pe biciclete pentru a-și promova interesele împotriva țării vecine, Finlanda.

Pe măsură ce fluxul de migranți ilegali orchestrat de Kremlin a început să se accelereze, autoritățile finlandeze și-au închis rapid cele mai ușor accesibile puncte de trecere a frontierei din sud-est și au concentrat trecerile și prelucrarea cererilor solicitanților de azil în punctele mai nordice, pentru a controla mai bine situația în evoluție.

Odată cu fluxurile de migranți canalizate de Kremlin, a luat avânt și manipularea informațiilor pro-Kremlin. Deloc surprinzător, potrivit acestor canale de dezinformare, Statele Unite (a se vedea și aici) și NATO sunt cele care au tras sforile în culise și au împiedicat Rusia și Finlanda să aibă o bună relație de vecinătate. Unii propagandiști au decis să sape și mai în profunzime, să distorsioneze faptele istorice și să sugereze că Finlanda cea nerecunoscătoare plătește acum pentru luptele dintre Rusia și Finlanda din timpul celui de Al Doilea Război Mondial.

Mâna Kremlinului care provoacă agitație

Instrumentalizarea cinică a migrației ilegale, în combinație cu o avalanșă de dezinformări, nu este un fenomen nou, așa cum am relatat anterior în cazul Belarusului.

În cazul Finlandei, Kremlinul încearcă să utilizeze fluxurile de migranți ca pe o armă pentru a pune Finlanda și instituțiile occidentale cum ar fi UE și NATO într-o poziție din care acțiunile lor să poată fi înfățișate ca o trădare a valorilor și angajamentelor lor în temeiul tratatelor internaționale. Această tactică le oferă dezinformatorilor Kremlinului ocazia mai multor subiecte de discuție, ceea ce Finlanda înțelege foarte bine.

Mai mult, transformarea în armă a migranților ilegali de către Rusia testează nu numai unitatea UE și NATO, ci și cea a Finlandei, unde trăiesc peste 90 000 de vorbitori de limba rusă. La fel ca în alte locuri, acțiunile și dezinformările Rusiei sunt calibrate în încercarea de a declanșa și a exacerba dezacorduri, abuzuri verbale și fricțiuni în Finlanda. Putin’s Pawns

Individuals and their fates do not interest the Kremlin, which just exploits them as disposable pawns in the Kremlin’s losing game.

Last Tuesday 21 November, we commemorated the 10th anniversary of the Revolution of Dignity, also known as Euromaidan. We remembered those who lost their lives protecting Ukraine’s right to choose its own future as a sovereign member of the European family of countries.

Over the years, EUvsDisinfo has documented countless lies that Russian disinformers have spread as they have tried to tarnish the legacy of the watershed moment that unfolded on the streets of Kyiv 10 years ago.

Dancing on the graves

The pro-Kremlin disinformation ecosystem has tried to frame Maidan as a coup d’etat in order to delegitimise the protests, the protestors, and the government change that followed. Kremlin disinformation has also attempted to portray Maidan as orchestrated by foreign powers, a lie that aims at denying the genuine agency of Ukrainians who bravely took to the streets and opposed Kremlin-aligned forces. Lastly, pro-Kremlin disinformation peddlers continuously refer to post-Maidan Ukraine as a failed state, as they try to challenge Ukraine’s sovereignty and its status as a nation-state.

Thus, it was not a surprise that like a criminal who returns to the crime scene, Kremlin diplomatic channels on X shamelessly continued to spread the same debunked disinformation narratives (see also here and here).

A lack of imagination in the Kremlin’s corridors

It must feel like the winter of 2015 – 2016 all over again in Finland. Like then, Russia has yet again resorted to using bicycling groups of irregular migrants to advance its agenda against neighbouring Finland.

As the Kremlin-engineered flow of irregular migrants started to pick up speed, Finnish authorities quickly closed off the most easily accessible south-eastern border crossing points and concentrated border crossings and asylum seeker processing to more northern crossing points to control the developing situation better.

Together with Kremlin-funnelled migrant flows, pro-Kremlin information manipulation is also picking up speed. According to these disinformation outlets, not surprisingly, it was the United States (see also here) and NATO pulling the strings behind the scenes and preventing Russia and Finland from having a good neighbourly relationship. Some propagandists decided to dig deeper, twist historical facts, and suggest that ungrateful Finland was now paying back for the wars fought between Russia and Finland during the Second World War.

The Kremlin hand that stirs the pot

The cynical instrumentalisation of irregular migration combined with an avalanche of disinformation is not a new phenomenon, as we reported earlier in the case of Belarus.

In the case of Finland, the Kremlin is attempting to use the weaponised flows of migrants to put Finland and wider Western institutions such as the EU and NATO in a position where their actions may be framed as a betrayal of their values and commitments to international treaties. This tactic offers Kremlin disinformers further talking points, which is well understood in Finland.

Moreover, the Russian weaponisation of irregular migrants tests not only the unity of the EU and NATO, but also that of Finland with the more than 90,000 Russian speakers living there. Like elsewhere, Russia’s actions and disinformation are calibrated to attempt to trigger and exacerbate disagreement, name-calling and frictions within Finland. Increased infighting and disunity would only serve the Kremlin’s nefarious agenda and help them to further exploit the developing situation.

Indywidualni ludzie i ich losy nie interesują Kremla, który traktuje ich jak jednorazowe pionki w swojej przegranej grze.

W zeszły wtorek, 21 listopada, obchodziliśmy 10. rocznicę rewolucji godności, zwanej też Euromajdanem. Wspominaliśmy tych, którzy stracili życie, broniąc prawa Ukrainy do decydowania o swojej przyszłości jako kraju będącego suwerennym członkiem europejskiej rodziny państw.

Na przestrzeni wielu lat EUvsDisinfo dokumentowało niezliczone kłamstwa rozpowszechniane przez rosyjskich dezinformatorów próbujących zniszczyć spuściznę przełomowych wydarzeń, które rozegrały się na ulicach Kijowa 10 lat temu.

Taniec na grobach

Prokremlowski aparat dezinformacyjny próbował przedstawiać Majdan jako zamach stanu, aby delegitymizować protesty, protestujących i zmianę władzy, która nastąpiła później. Kremlowscy dezinformatorzy próbowali także przekonywać, że za Majdanem stały obce siły. Kłamstwo to miało negować sprawczość Ukraińców, którzy odważnie wyszli na ulice i sprzeciwili się władzy powiązanej z Kremlem. Ponadto prokremlowscy dezinformatorzy wciąż przekonują, że Ukraina po Majdanie to upadły kraj, a także kwestionują jej suwerenność oraz status państwa narodowego.

Podobnie jak przestępca wraca na miejsce zbrodni, tak też kremlowskie kanały dyplomatyczne w serwisie X wciąż powracały – co nie jest zaskoczeniem – do tych samych narracji dezinformacyjnych, których nieprawdziwość została już wielokrotnie wykazana (zob. tutaj i tutaj).

Brak wyobraźni w kuluarach Kremla

Wydaje się, że w Finlandii wróciły nastroje z zimy 2015–2016 roku. Podobnie jak w tamtym czasie, także teraz Rosja wykorzystywała grupy migrantów o nieuregulowanym statusie, poruszających się na rowerach, aby realizować swoje cele przeciwko sąsiadującej z nią Finlandii.

Kiedy sterowany przez Kreml napływ migrantów o nieuregulowanym statusie zaczął nabierać tempa, fińskie władze szybko zamknęły najłatwiej dostępne przejścia graniczne na południowo-wschodniej granicy i skierowały ruch osób przekraczających granicę i występujących o azyl do północnych przejść, aby lepiej kontrolować sytuację.

Wraz ze sterowanym przez Kreml napływem migrantów, nabiera również tempa prokremlowska kampania manipulacyjna. Według źródeł dezinformacyjnych – co nie jest zaskoczeniem –Stany Zjednoczone (zob. także tutaj) i NATO pociągają za sznurki i uniemożliwiają Rosji i Finlandii utrzymywanie dobrych relacji sąsiedzkich. Niektórzy propagandyści idą jeszcze dalej, przekręcając fakty historyczne i sugerując, że niewdzięczna Finlandia mści się teraz za wojny radziecko-fińskie z okresu II wojny światowej.

Kreml wciąż miesza

Cyniczne instrumentalizowanie nieuregulowanej migracji, w połączeniu z lawiną dezinformacji, nie jest niczym nowym. Mogliśmy to już obserwować wcześniej na Białorusi.

Tym razem Kreml próbuje wykorzystywać napływ migrantów przeciwko Finlandii i szeroko pojętym instytucjom zachodnim, w tym UE i NATO, które – jak twierdzi Kreml – sprzeniewierzają się swoim wartościom i zobowiązaniom z traktatów międzynarodowych. Ta taktyka daje kremlowskim dezinformatorom dalsze argumenty, które są dobrze rozumiane w Finlandii.

Ponadto wykorzystywanie przez Rosję migrantów o nieuregulowanym statusie jako broni testuje nie tylko jedność UE i NATO, ale także samej Finlandii, w której wciąż żyje ponad 90 tys. rosyjskojęzycznych obywateli. Podobnie jak w innych miejscach, także i tutaj działania i wysiłki dezinformacyjne Rosji są obliczone na to, by wywoływać i podsycać niezgodę, wewnętrzne tarcia i kłótnie. Brak jedności i walki wewnętrzne będą tylko służyć nikczemnym celom Kremla i pomagać mu w dalszym wykorzystywaniu rozwijającej się sytuacji.
