No evidence given. The first historical state with a Slavic settlement was formed around Kyiv more than two centuries before the foundation of Moscow. Throughout the centuries, Ukrainians maintained their own cultural and linguistic identity. The distinction is apparent e.g. through the fact that in 1654, Ukraine and Russia needed translators to sign the Treaty of Pereyaslav.
