No evidence given. If a peacekeeping mission would be deployed in the East of Ukraine it would consist of an international contingent under UN mandate. Finland wants Russia to join the European Centre of Excellence for Countering Hybrid Threats

The Foreign Minister of Finland Timo Soini told Sergei Lavrov he would be glad if Russia joined the European Centre of Excellence for Countering Hybrid Threats.

According to Finnish Foreign Minister Timo Soini, he did not propose Russia to join the European Centre of Excellence for Countering Hybrid Threats, but it was Russian Foreign Minister Sergei Lavrov himself who told that Russia would be interested in cooperating with the centre. Soini had not commented Lavrov's proposal.

Participation in the centre is open only to the EU Member States and NATO Allies and it counters hybrid threats from Russia and other actors.
