A disinformation claim provided without evidence. The main aim is to portray any aid to strengthen democracies as support to revolutions or coups d’etat.
This is consistent with the narrative about popular protests around the world which claims that they are incited and funded by Western states, including colour revolutions in post-Soviet states. The claims suggest that civil protests can never be manifestations of popular discontent and citizens' desire for a better life but can only be “colour revolutions” directed and funded by the West.
No evidence is provided that the financial support is meant for “colour” revolutions. In its statement, the White House says that the support to which the piece refers, which is called The Presidential Initiative for Democratic Renewal, is a set of important policies and foreign aid initiatives to strengthen democracy and protect human rights globally. Support will be provided in five areas.
