Disinfo: Biden intends to allocate about half a billion dollars for colour revolutions around the world

Summary

The new US administration intends to allocate $ 424 million in 2022 to support various democratic initiatives around the world. Usually, the methods and philosophy of such initiatives eventually lead to the organising of colour revolutions. And no matter the colour of the revolution is, the colour of the result is red: In the colour of blood. Tactics do not change - to raise citizens against their country from the inside with the aim to overthrow existing governments.

Disproof

A disinformation claim provided without evidence. The main aim is to portray any aid to strengthen democracies as support to revolutions or coups d’etat.

This is consistent with the narrative about popular protests around the world which claims that they are incited and funded by Western states, including colour revolutions in post-Soviet states. The claims suggest that civil protests can never be manifestations of popular discontent and citizens' desire for a better life but can only be “colour revolutions” directed and funded by the West.

No evidence is provided that the financial support is meant for “colour” revolutions. In its statement, the White House says that the support to which the piece refers, which is called The Presidential Initiative for Democratic Renewal, is a set of important policies and foreign aid initiatives to strengthen democracy and protect human rights globally. Support will be provided in five areas.

Disinfo: The West pushes Ukraine to escalate the situation in Donbas

The situation in Ukraine is being used by the West as a pretext to foment a confrontation with Russia, which is totally unacceptable. The West encourages anti-Russian sentiments and protects the regime's actions in Kyiv to disrupt the Minsk agreements and prepare aggression in the Donbas.

Instead of reining in their Ukrainian clients, NATO countries are pushing Kyiv to take aggressive steps. There is no other way to explain the repeated unscheduled exercises of the United States and its allies in the Black Sea. Aircraft of NATO member states, including strategic bombers, periodically carry out provocative flights and dangerous manoeuvres near the borders of Russia.

This is a recurring pro-Kremlin disinformation narrative whose purpose is to deflect any Russian responsibility in the escalation of tensions on the Ukrainian border by blaming the West and NATO for it.

The current tensions are a result of Russia’s military buildup on the Ukrainian border since late October 2021. This includes the deployment of as many as 90,000 troops, as well as of certain specialised military units, electronic warfare systems and heavy-armoured vehicles. Despite Russian denials, this has been proven by satellite images and intelligence of the US, Ukraine and NATO, among other countries and institutions.

Disinfo: In 2018, Ukrainian ships violated Russian border

In November 2018, three Ukrainian ships violated the border, entering the temporarily closed area of the Russian territorial sea. They manoeuvred dangerously and did not obey the legitimate demands of the Russian authorities.

This was clearly a provocation by Ukraine, part of a complex plan of provocative actions near the Russian borders.

On 25 November 2018, border patrol boats belonging to Russia’s FSB security service seized two small Ukrainian armoured artillery vessels and a tugboat and their crews after shooting at them, wounding several Ukrainian servicemen and arresting 24 members. Russia argued that they were in Russian waters. However, a bilateral treaty between Russia and Ukraine, signed in 2003 and ratified by Russia in 2004, governs the use of the Kerch Strait and the Sea of Azov, which in the treaty is considered to be the “internal waters” of both Russia and Ukraine.
