DISINFO: Finland wants Russia to join the European Centre of Excellence for Countering Hybrid Threats

According to Finnish Foreign Minister Timo Soini, he did not propose Russia to join the European Centre of Excellence for Countering Hybrid Threats, but it was Russian Foreign Minister Sergei Lavrov himself who told that Russia would be interested in cooperating with the centre. Soini had not commented Lavrov's proposal.
