According to Finnish Foreign Minister Timo Soini, he did not propose Russia to join the European Centre of Excellence for Countering Hybrid Threats, but it was Russian Foreign Minister Sergei Lavrov himself who told that Russia would be interested in cooperating with the centre. Soini had not commented Lavrov's proposal.

Participation in the centre is open only to the EU Member States and NATO Allies and it counters hybrid threats from Russia and other actors.

The interview with WikiLeaks founder Julian Assange was conducted in English and broadcast with a Russian translation voiced over of the original conversation. The disinformation was delivered in Russian language voice-over. Polygraph.info translated the quote back into English from the Russian interpretation of Assange’s words for the state TV audience. The U.S. top officials Assange claims have denied a Russia-WikiLeaks link either never spoke publicly on the topic or said U.S. intelligence agencies have established a connection. The US Government Pressured Twitter to Ban Sputnik and RT Ads

The network Twitter demonstratively banned the accounts of RT and Sputnik from advertising. The decision can be only be explained by pressure from the [U.S.] government and intelligence services.

Disproof

While the findings of the intelligence community partially influenced Twitter’s decision, no evidence of any pressure from the government has emerged, and Twitter is a private company in an industry that has taken the public stance of resisting government pressures. Twitter’s statement says: "Early this year, the U.S. intelligence community named RT and Sputnik as implementing state-sponsored Russian efforts to interfere with and disrupt the 2016 Presidential election, which is not something we want on Twitter. This decision is restricted to these two entities based our internal investigation of their behavior as well as their inclusion in the January 2017 DNI report."
