According to Finnish Foreign Minister Timo Soini, he did not propose Russia to join the European Centre of Excellence for Countering Hybrid Threats, but it was Russian Foreign Minister Sergei Lavrov himself who told that Russia would be interested in cooperating with the centre. The photos Russian Foreign Ministry spokesperson Maria Zakharova most likely refers to are circulating online since August 2015. They show Hillary Clinton and Osama bin Laden shaking hands. The photo was shared on social media thousands of times, but has been proven faked. The alleged meeting of Clinton and bin Laden is the result of a photomontage. Obama, Comey, U.S. 'Intelligence Hawks' See No 'Conspiracy' Between WikiLeaks and Russia
