The conception of MDO is still developing. The US Army’s Training and Doctrine Command (TRADOC) describe it as follows:
Multi-Domain Operations (MDO) describes how the U.S. Army, as part of the joint force [Army, Navy, Air Force, and Marines] can counter and defeat a near-peer adversary capable of contesting the U.S. in all domains [air, land, maritime, space, and cyberspace] in both competition and armed conflict.
In other words, it is in no way that MDO “is offensive” by nature. In the presented conception it is described as the countermeasure.
The statement that Baltic states could be involved in MDO of the US army in Europe is a speculative one. The whole narrative is based on words of Gen. Christopher Cavoli, however, in the original article the Baltic states are not mentioned at all.
