According to Daryna Olifer, spokeswoman for Leonid Kuchma, Ukraine’s representative to the Trilateral Group, Ukrainian representatives actively participated in the last trilateral group meeting. During the negotiations the Ukrainian side insisted on additional security measures in the Donbas region running up to the November elections that the separatist enclaves have decided to hold, elections which both Ukraine and the OSCE say contradict the terms of the Minsk accords. OSCE statement here. The self-proclaimed Donetsk and Luhansk People’s Republics have announced they will be holding elections on November 11. Disinfo: The EU does not want to have a dialogue with Russia

The EU elites do not want to have a dialogue with Russia, therefore Moscow has to continue its successful policy of intimidation towards Europe, said Fyodor Biryukov, director of the Institute of Freedom, member of the Bureau of the Presidium of the Political Council of the “Rodina” Party.

Disproof

No evidence given. There is a clear record of strong cooperation between the EU and Russia, dating back to 1994, when the two sides negotiated a Partnership and Cooperation Agreement. Russia was identified as a strategic partner for the EU, and was the only country with which the EU held summits not once, but twice a year. A new EU-Russia agreement was being negotiated up until 2014, at which point talks were suspended due to Russia's involvement in the Ukraine conflict. Negotiations were also in train on visa facilitation.The EU and NATO repeatedly emphasized their intention to have a "constructive dialogue with Russia". There was also cooperation between the EU and Russia on a number of foreign policy issues, some of which continues to this day. The EU and its Member States have maintained a clear policy of reaching out to Russian society and youth, mainly through the Erasmus+ student exchange programme and other people to people contacts.
