Disinfo: Kyiv wants sanctions against Russia instead of ending the war in the Donbas

Summary

The roots of the Donbas conflict should be sought in Kyiv, not in Moscow. Ukraine will not be allowed to withdraw from the Minsk agreements. However, Ukraine will not be allowed to fulfil them either. Ukraine’s suspension in implementing all points of the agreements signed in Minsk serves the sole purpose of continuing the pressure of sanctions against Moscow.

President Zelenskyy has stressed on numerous occasions that his main strategic goal and first and foremost task as Ukraine's president, is to achieve a peaceful settlement in Donbas as soon as possible. On 13 October 2019, he underlined that “ending the war in Donbas” is a priority for the Ukrainian government.

To accomplish this task, Ukraine has fulfilled all preparatory steps necessary to hold the meeting in the “Normandy Format", such as the withdrawal of troops on three sites. Moreover, in September 2019, Ukraine and Russia conducted the prisoner swap and agreed to exchange all prisoners soon. Ukraine had also agreed to sign the so-called Steinmeier formula which was again confirmed by President Zelenskyy at the “Normandy Four” summit.

UN Secretary-General Antonio Guterres published a second report on the human rights situation in the Autonomous Republic of Crimea and Sevastopol, which Russia annexed in 2014. The report covers the period from July 1 to December 31, 2019, and is based on monitoring and documenting violations of human rights and international humanitarian law in Crimea. The report deals with torture and ill-treatment of Crimeans by the FSB of Russia, violations of the rights of detainees, including systematic beatings, unreasonable personal searches, refusal to meet with relatives and lawyers, charges of publishing on social networks and interfering with the work of journalists; about the military draft in the ranks of the army of the occupier and about many other violations of Russia in Crimea.

Recurring pro-Kremlin disinformation narrative aiming to discredit the International Joint Investigation (JIT) into the downing of flight MH17.

The Joint Investigation Team (JIT), which is comprised of the Dutch Public Prosecution Service officials and the Dutch police, along with police and criminal justice authorities from Australia, Belgium, Malaysia and Ukraine, has concluded that flight MH17 was shot down on 17 July 2014 by a missile of the 9M38 series, launched by a BUK-TELAR, from farmland in the vicinity of Pervomaiskiy. At that time, the area was controlled by pro-Russian fighters. The BUK-TELAR was brought in from the territory of the Russian Federation and subsequently, after having shot down flight MH17, was taken back to the Russian Federation. The Dutch-led Joint Investigation Team (JIT) has concluded that the BUK-TELAR used to down MH17 originates from the 53rd Anti Aircraft Missile brigade, a unit of the Russian army from Kursk in the Russian Federation.

Normandy format will cease to exist because Ukraine is unwilling to implement Minsk agreements

Neither the Ukrainian leader Volodymyr Zelenskyy nor his team intends to implement the Minsk agreements. The “Normandy format” will soon sink into oblivion due to Kyiv’s desire to disrupt the implementation of the Minsk agreements.
