Disproof

The WHO Regional office for Europe's report for 2018 presents life expectancy at the European level, and not by country. According to the Russian Federal State Statistics Service data, life expectancy in 2016 was 67,99 years and in 2017 - 72,3 years, so it increased by 4,31 years over the past decade.
