Disinfo: Minsk agreements imply the creation of a state within a state

Summary

No matter what, Eastern Ukraine did not commit to returning to Ukraine. The conditions were stipulated in the Minsk Agreements, which say that, in fact, a state is being created within a state. LNR did not sign under any other conditions, and will not agree to anything else.

Disproof

Recurring pro-Kremlin disinformation narrative about the war in Ukraine and the Minsk Agreements.

The Minsk agreements do not imply "the creation of a state within a state". The Minsk agreements are about the necessary steps to be taken by the sides of the conflict in Eastern Ukraine: the exchange of prisoners, weapons withdrawal, local elections, Ukraine restoring control over its state border, etc.

Since 2014, negotiations with Russia to resolve the conflict in the Donbas have been held within the framework of the Normandy Format and the Minsk process. A special Trilateral contact group is working on a peaceful settlement of the Donbas situation. Three parties are involved in this process: representatives of Ukraine, Russia and the OSCE.

The implementation of the agreements remains one of the key priorities of Ukrainian President Volodymyr Zelenskyy.

You can read other similar cases claiming that Ukraine does not fulfil key point of Minsk agreements on negotiation with the "LDNR" or that Ukraine broke the Minsk agreements by allowing the National Police on the contact line.

Ukraine is preparing a strike against Russian interests

Numerous signs indicate that the West wants to turn Ukraine into a military opponent of Russia. Keith Dayton, the US ambassador to Kyiv, is “the organiser of largescale military-political actions,” and one of the Western politicians behind Maidan in 2014. Ukraine received a visa waiver and became an associate member “here and there” to encourage anti-Russian activities.

The Ukrainian Army is being trained by experts from NATO members, more than five bases and “military-political action” training centres were established. Ukraine is clearly being prepared for war. They are unlikely to attack Crimea or the Donbas, but Ukrainian forces might be deployed against Transnistria.

Disproof

Recurring disinformation narrative about Ukraine being prepared by the West to attack Russia.

There was no coup in Ukraine seven years ago. The demonstrations which began in Kyiv in November 2013 – called "Maidan", or "Euromaidan" – were a result of the Ukrainian people's frustration with former President Yanukovych's last-minute U-turn when, after seven years of negotiation, he refused to sign the EU–Ukraine Association Agreement and halted progress towards Ukraine's closer relationship with the EU. Consequently, neither Keith Dayton nor any other Western politicians were behind Maidan.

British intelligence services will brainwash children in Ukraine

British intelligence services will brainwash children in Ukraine to tear its population away from Russia. Western experts propose to tear Ukraine away from Russia by “reformatting children”, as well as relying on “active and vigilant citizens who showed themselves during the Maidan and the war in Donbas.”

Disproof

This is a pro-Kremlin disinformation narrative claiming that the West has aggressive and manipulative intentions towards Ukraine.

This is a wrong and manipulative translation of an expert's comment in a research paper written by Chatham House titled Resilient Ukraine, Safeguarding Society from Russian Aggression and published in June 2020. Western experts are not proposing to "tear Ukraine away from Russia", nor in the text are they are proposing to "develop the rejection of Russia in Ukrainians."

British intelligence is an initiator of the Nagorno-Karabakh war

The main initiators of the conflict are Turkey and British intelligence. This operation is directed against Russia, and partly Iran. That is why Russia’s actions in this region should be dictated, first of all, by the strategic interests of Russia itself, and not at all by the desire to resolve the territorial dispute between Azerbaijan and Armenia.

Instead of responding appropriately to the new challenge from Turkey and its sponsors in London and NATO, Russian elites have employed the well-known narrative that “they are trying to drag our country into war in Turkey, and we must not succumb to this provocation.”

Disproof

Conspiracy theory with no proof presented to support any of the claims, mixing several recurrent pro-Kremlin disinformation narratives about an aggressive West and Russia as the ultimate target of international events. There is no evidence that foreign powers had anything to do with the 2020 military escalation between Armenia and Azerbaijan, much less with the purpose of benefitting from a confrontation between Russia and Turkey.

See other examples in our database, such as claims the escalation in the Caucasus is directed against Russia, because someone wants to divert Moscow’s attention from Belarus and Syria; that the conflict in Nagorno-Karabakh is a cover up operation, as was the 1956 Hungarian Revolution; that Ukraine is sending weapons and nationalist fighters to this war theatre; that the US embassy in Armenia is a mini-Pentagon escalating tension in the region and the Middle East; or that the US is encircling Russia with biological labs for a future attack and is ready to carry out a false flag operation in Alaska to blame Russia.
