Disproof
A recurring narrative about the European Union being a puppet of the United States and unable to make independent decisions on issues such as humanitarian aid and international sanctions. Between 2016 and 2019, the European Union allocated more than €90 million in emergency humanitarian aid to assist Venezuelans in need inside the country, and those hosted in neighbouring countries. On April 28th during a closed video teleconferencing of the UN security council, France and other EU Member States supported humanitarian aid initiatives under the United Nations, to the Red Cross Movement, and by national and international non-governmental organisations. Furthermore, they reaffirmed that:
EU sanctions in Venezuela are targeted against individuals responsible for grave human rights violations and explicitly designed not to affect the population. Therefore the sanctions do not impede humanitarian or medical assistance in any way.
Venezuela has been receiving humanitarian aid from France since 2018. The report of the centre of crisis and support of the Ministry of Foreign affairs in its reports of 2018 mention a 300,000 euros programme for Venezuela, which represent 0.3% of the annual budget. Overall France offered 735,000 euros of humanitarian aid in 2018 and 1,76 million euros in 2019. It is not necessarily easy to send aid to Caracas, in 2019, for instance, 14 tons of medicine from France were seized by the national guard and stored in a warehouse not refrigerated and unappropriated for this loadpread of the virus and response preparedness with €9 million.
