The West wants to maintain its economic leadership and leave the rest of the world behind.
Karl Marx once coined the expression "original capital accumulation", without which capitalism is impossible. The West took advantage of the period of plundering the colonies to achieve a breakthrough in economic development; staying at the top requires much less effort, investment and capital than the rest of the world needs to reach this advanced technological level.
The so-called "green energy" requires huge investments and is less efficient than "carbon", so it becomes only accessible to the richest countries. Accordingly, the West deprives poor countries of any opportunity to achieve a breakthrough in their development, by forcing a transition to new environmental standards, which the poor majority of the world cannot achieve.
This is a recurring pro-Kremlin narrative trying to cast doubt on the existence of a climate threat by presenting it as a tool of political and economic manipulation, and often presents it as a way for the West to restrain its alleged competitors.
Low-income countries are in fact the most impacted by climate change and the least able to afford its consequences. Climate issues will also constitute a more serious barrier for development and progress in lower-income countries.
According to the World Health Organisation, as of the year 2030, climate change is expected to contribute to approximately 250,000 additional deaths per year, from malnutrition, malaria, diarrhea and heat stress, most of which will take place in poor communities.
Back in 1992, the first international climate treaty (The Earth Summit) acknowledged that countries had different historic responsibilities for emissions, as well as varying abilities to reduce them going forwards. This is still a principle that drives different country commitments today with higher income countries on average making larger commitments. Surely, much more still needs to be done, not much less like pro-Kremlin narratives usually push for by claiming the whole issue is a hoax.
