The position of the West towards Ukraine is changing: the West is already acknowledging that there are no reforms and no democracy in the country and Europe will sooner or later understand that Ukraine is governed by a junta.

Ukraine is making progress in reforms in key areas, notably constitutional reform, decentralisation, the fight against corruption and the judiciary. The EU welcomes these steps and is providing substantial support in all these areas.
