No evidence given. The Baltic states are independent states with independent foreign policies. For example, Lithuania had the OSCE chairmanship in 2011, the EU Presidency in 2013 and Chaired the UN Security Council in 2014, Latvia had the EU Presidency in 2014 and Estonia will soon start their EU Presidency of 2017. Estonia and Latvia are already members of OECD and Lithuania is on the way to become a member.
