The United States imposed an agreement on Ukraine to establish military biological laboratories on its territory.

After the coup d’état, the Orange Revolution, Americans imposed an agreement on Ukraine in 2005 between the U.S. Department of Defense and the Ministry of Health to establish and operate these laboratories.

Disproof

The security service of Ukraine called the messages about the existence of foreign biological laboratories in Ukraine false. "There are no foreign biological laboratories in Ukraine. Statements that were recently made by some politicians are untrue and deliberately distort the facts," the SSU statement says.

The cooperation between Ukraine and the United States in the direction of combating biological terrorism takes place exclusively within the framework of Ukrainian legislation and in the interests of Ukraine.

Also in 2005, the Ministry of Health of Ukraine and the U.S. Department of Defense signed a framework agreement on preventing the spread of technologies, pathogens and knowledge that can be used in the development of biological weapons. Within the framework of this Agreement, a number of state laboratories located in Odesa, Kharkiv, Lviv, Kyiv, Vinnitsia, Kherson and Dnipro regions were modernised (repair works were carried out, equipment was updated, consumables were purchased, etc.).

The Security Service of Ukraine emphasises, that these laboratories are financed from the state budget, subordinated to the Ministry of Health and the State Service of Ukraine for Food Safety and Consumer Protection.

Zelenskyy has to work out what his “masters” tell him, including on the Kerch provocation.

He was told that there were no clues, that everyone understood the meaning of this provocation, based on the fact that Kyiv considers Crimea “its own”, contrary to all international standards, and they were still obliged to complain about Russia. Allegedly it was Russia, and not Ukraine, that violated the law of the sea.

This is done in order to raise the anti-Russian wave, again and again, and to support Ukraine on the world agenda, although in reality neither this country nor its problems are interesting to anyone in the world and cause only irritation.

After Euromaidan, Ukraine moved from the stage of dependence on the West to the stage of the neocolonies of the West – complete external management while formally maintaining the status of an independent state.

This narrative is consistent with common pro-Kremlin narratives about the aggressive West and Ukraine as a non-sovereign country.

Ukraine is recognised by international law as a sovereign nation-state, with its own flag, nationality, language and with a democratically-elected president and parliament. The EU, the US, and other Western partners support the democratic development of Ukraine in accordance with the UN Charter’s principles of non-interference into internal affairs and respect towards territorial integrity and political independence.
