The UN Security Council had no task of pointing to the aggressor in Donbas, so the resolution 2202 (2015) on Peaceful Settlement in Eastern Ukraine just called on all parties to fully implement the “Package of Measures for the Implementation of the Minsk Agreements”. It does not exclude the fact that Russia is an aggressor there. Most of the measures depend heavliy on Russia and its proxies, including the need for a ceasefire, the withdrawal of all heavy weaponry, full monitoring access for the OSCE, and the full restoration of control of the state border to the Ukrainian government. Russia's actions in Ukraine are a clear violation of international law. Article 2, paragraph 4 of the UN Charter declares without ambiguity that "all Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations" bit.ly/1rbGaE3, .
