The article was not published by The Daily Telegraph but by Dutch De Telegraaf. It informs that both Ukraine and Russia have not provided information from radars. This is not new information, the unavailability of radar information has already been stated in the final report by the investigators published in October: bit.ly/1nRiUCw,
