Disinfo: Ukraine is a testing ground for US biological war against Russia

Summary

US biolaboratories in post-Soviet countries [can] be the basic structures for the spread of pathogens dangerous to humans in adjacent territories. The United States has tightly surrounded the borders of Russia with its biological laboratories, but most of them are in the post-Ukrainian space, of them only 15 are widely known. Former Ukraine has the central role in the US plans to conduct bacteriological warfare against Russia.

Since the post-Ukrainian space is under complete US control, the United States can turn it into a hotbed of deadly diseases on the border with Russia.

Disproof

Recurring unfounded claims alleging that the United States develops biological weapons and has secret biological laboratories around the world as well as Ukraine being controlled by the US. See similar cases here claiming that Ukraine is a colony, governed by a puppet regime, and here a claim about how Ukraine "sold its self to external control".

Russian media are continuously spreading disinformation about "secret military biological laboratories in Ukraine". In fact, there are no secret US laboratories in the country. A complete list of medical and scientific laboratories that the Pentagon has supported under the agreement since 2005 is on the website of the US Embassy in Ukraine, along with documents and amounts spent on the reconstruction of a particular facility.

The US Embassy in Ukraine has repeatedly denied the "creation of military biological laboratories" in Ukraine.

The cooperation between Ukraine and the United States in the direction of combating biological terrorism takes place exclusively within the framework of Ukrainian legislation and in the interests of Ukraine.

In 2005, the Ministry of Health of Ukraine and the U.S. Department of Defence signed a framework agreement on preventing the spread of technologies, pathogens, and knowledge that can be used in the development of biological weapons. Within the framework of this Agreement, a number of state laboratories located in Odesa, Kharkiv, Lviv, Kyiv, Vinnytsia, Kherson, and Dnipro regions were modernised (repair works were carried out, equipment was updated, consumables were purchased, etc.).

The Security Service of Ukraine emphasises that these laboratories are financed from the state budget, subordinated to the Ministry of Health and the State Service of Ukraine for Food Safety and Consumer Protection.

See similar disinformation cases alleging that the US is encircling Russia with biological weapons and that it invests in biolaboratories in Ukraine: the US is experimenting with people and creating biological weapons in Georgia; Washington is creating biological weapons on the borders of Russia and China; COVID-19 likely the fault of the US; it runs dozens of deadly biolabs around the world; the US is developing biological weapon in post-Soviet republics; US biolabs have been developing new biological weapons in Ukraine.

Disinfo: UK warship sailing on the Black Sea was provocation against Russia

The British warship [which sailed on the Black Sea near Russia-occupied territorites] committed a provocation. This was a conscious and planned action.

Disproof

This is an emerging disinformation narrative about the presence of the UK Navy in the Black Sea and a recurring disinformation narrative about the status of Crimea, aimed at justifying Russia's occupation of the peninsula from Ukraine seven years ago and depicting NATO as an aggressor against Kremlin-controlled territory.

On 23 June, the UK Ministry of Defence Press Office mentioned that "the Royal Navy ship [was] conducting innocent passage through Ukrainian territorial waters in accordance with international law." UK Secretary of State for Defence added that the ship "carried out a routine transit from Odesa towards Georgia across the Black Sea" through internationally recognised Ukrainian territorial waters.

Disinfo: Neo-Nazis were the cornerstone for the power shift in Ukraine

In 2014 in Ukraine, the external powers relied on neo-Nazis for violent change of power, and today we see how they effectively dictate their will on authorities.

Disproof

Recurring pro-Kremlin disinformation narrative portraying Ukrainian politics and society as dominated by Nazi/fascist ideology. Linking some countries with Nazism is a widespread disinformation tactic used by pro-Kremlin outlets. Read more in our analysis "Nazi east, Nazi west, Nazi over the cuckoo's nest".

Nazi and Communist ideologies were banned by Ukrainian law in 2015. Far-right groups had a very limited presence during the protests and went on to obtain abysmal results in the 2014 presidential and parliamentary elections. During the 2019 election cycle, the far-right managed to sustain an even more tremendous failure; the highest-rated nationalist candidate, Ruslan Koshulynskyy, won 1.62% of the vote whereas Svoboda won 2.16% of the national vote, falling far short of the 5% minimum guaranteeing entry into parliament.

Disinfo: NATO summit demonstrated an unprecedented anti-Russian charge

NATO summit demonstrated an unprecedented anti-Russian charge and reaffirmed the alliance's claims to be the world's policeman. Russia is well aware of the detrimental consequences of the bloc's policy for international and regional security. In this regard, the course taken by Russia to build up its defence capability is today uncontested. In the West, many talk about an aggressive and expansionist Russia, but the facts suggest otherwise.

Disproof

Recurring pro-Kremlin disinformation narrative that falsely portrays NATO as an aggressive anti-Russian and Russophobic organisation that intends to be a gendarme in the international arena.

The fact that many countries want to collaborate or join NATO near the Russian Federation is not the result of a mythical will to encircle and conquer Russia by the alliance but the result of a considered security analysis. In this analysis Russian actions, threats and capabilities pushes countries to find a defensive military alliance to preserve the states's integrity.
