It's true that voters have approved Measure 110, Drug Decriminalisation and Addiction Treatment Initiative and Oregon has become the first state in the USA to relax some aspects of possession of hard drugs. However, while the measure reclassified personal and non-commercial drug possession offences, it did not legalise the possession and, definitely not the manufacture and distribution of heroin.
Possession of a controlled substance as heroin, cocaine, and methamphetamines, was reclassified from a Class A misdemeanor to a Class E violation resulting in a $100 fine or a complete health assessment. Individuals who manufacture or distribute illegal drugs are still subject to heavy criminal penalties.
The law also funds drug addiction treatment, partly paid for by savings made from sending fewer people to prison.
