No evidence given. The Council of the EU consists of ministers of all member states of the EU. The European Council is composed of the heads of government or heads of state of the member countries. The spontaneous onset of the Euromaidan protests was a reaction of large parts of the Ukrainian population to former President Yanukovych’s sudden departure from the Association Agreement with the European Union in November 2013.
