When the aim is to discredit the opponent as a hypocritical liar, the denigrator faces a problem: where to get the evidence from to support the blackmailing efforts?  The producers of pro-Kremlin disinformation have several answers that we saw in action this week.

First, do not underestimate the effect of the almost endless circulation and reuse of a false online image. A photo showing Hillary Clinton shaking hands with the founder of al-Qaeda Osama bin Laden has been circulating for ten years on the internet since it was first created for a Photoshop contest held by the website FreakingNews.

Last year, the photo was recycled by pro-Kremlin Twitter accounts, and at the end of October the spokesperson of Russian Foreign Ministry – despite the fact that the image had been shown to be fake many times before – referred to “fantastic, mind-boggling photographs of how Bin Laden was hosted in the White House” to explain how the lobbying culture works in the US.  Well, the original photo documented Mrs Clinton meeting musician Shubhashish Mukherjee.

To actually create false evidence about the target’s opinions is more time consuming. Then, a fake Facebook profile is an easy option. This week, we heard that a Czech Parliamentarian would prefer to see five million Muslim migrants in the Czech Republic than five million voters for the Czech president. But the statement was made from a fake Facebook profile disguising itself as belonging to the MP in question.

A more challenging disinformation tactic is to write a false letter and spread it. In October, a fake letter allegedly written by the High Representative of the European Union for Foreign Affairs and Security Policy and addressed to the Secretary of State of European affairs of the Ministry of Foreign Affairs of Poland appeared. It was first published on Reddit in English and quickly spread in Russian language websites with headlines like “Mogherini allowed human rights to be violated in Ukraine” and on social media claiming “Mogherini openly supports the Nazis” It did not spread to the established media. This week we also saw official claims that it was Finland that wants Russia to join the European Centre of Excellence for Countering Hybrid Threats. No such proposal was ever made, and in fact participation in the centre is open only to EU Member States and Nato Allies – and the centre counters hybrid threats coming from Russia, among other actors.

Biological weapons here, there, and everywhere


One of the key themes of the past two weeks of disinformation was biological weapons. We heard that the US is collecting biological material in Russia to create a biological weapon of the next generation, which will specifically act on Russians. The shortcoming in this conspiracy theory is that both international and Russian experts stated that it is not possible to create such a weapon.

A similar narrative about biological weapons has been spread particularly regarding Georgia, Armenia, and Ukraine, for years. Besides Russia, it was now time for Georgia again. The conspiracies stated that both deadly pathogens and insects are being planted by the West in Georgia.

And just to cheer you up for the conclusion: We can tell you that the British government is not, in fact, planning to replace the term “pregnant women” with “pregnant people”!

US is using sanctions in trying to push Russia out of the European energy and arms market
Additional details: The economic sanctions that the US has imposed on Russia primarily serve to take Russia out of the energy and arms markets. The US has its own economic and energy positions in Europe and this is a way how to maintain it. This means that they use political reasons to promote their own business interests.

Estonia has opened a new military base in the town of Tapa under the pretext of fear of a Russian attack.
Additional details: In the Estonian military town of Tapa, a new military base was opened for NATO Defence Force soldiers and its construction cost 43 million euros. They want to deploy more military equipment near the Russian border. It was decided at the Warsaw summit in the summer of 2016, "allegedly in connection with the threat of Russia attack." Moscow stresses that "it does not intend to ever attack any NATO member." The original text from Italian website Afffaritalini  is about a quarrel between the European Commision and Italy, since Italy started to demand from producers to write on food labels where the product was produced and packed.

According to the European Commission, the current approach is that the country of origin or place of provenance labelling on food is voluntary, unless its absence could mislead consumers.

The Regulation introduces mandatory origin labelling for fresh meat from sheep, goat, poultry and pigs. As of 1 April 2015, with some exemptions, the Member State or third country where the animal was reared and slaughtered will appear on the label of such meats.

For foods bearing origin indications, the country of origin or place of provenance of the main ingredients must also be listed if those ingredients originate from a different place than the declared origin of the finished product. For example, butter churned in Belgium from Danish milk could be labelled as "produced in Belgium from Danish milk." The application of these rules is subject to the adoption of implementing acts which have not yet been adopted by the Commission.

Those rules intend to protect consumers from misleading origin indications and will ensure a level playing field between food business operators.

According to the Council of State, it is necessary that the information remains confidential, as it is likely that disclosure thereof could jeopardize the proper functioning of the committee. The Council found this more important than the interest of disclosure. "The interest of disclosure does not outweigh the interest protected by the refusal, such as the relations of the Netherlands with other states and international organizations, respect for the privacy of the parties involved and the protection of personal policy views", the Council ruled.

The information that the Dutch militants are looking into how to use a BUK-missile to hit other military aircraft is a pure conspiracy.

Joint Investigative Team (JIT) has concluded that flight MH17 was shot down on 17 July 2014 by a missile of the 9M38 series, launched by a BUK-TELAR, from farmland in the vicinity of Pervomaiskiy (or: Pervomaiskyi). At that time, the area was controlled by pro-Russian fighters. The BUK-TELAR was brought in from the territory of the Russian Federation and subsequently, after having shot down flight MH-17, was taken back to the Russian Federation.

Ukrainian secret service destroyed MH17 evidence

Reccuring MH17-related disinformation. According to the Council of State, it is necessary that the information remains confidential, as it is likely that disclosure thereof could jeopardize the proper functioning of the committee. The Council found this more important than the interest of disclosure. "The interest of disclosure does not outweigh the interest protected by the refusal, such as the relations of the Netherlands with other states and international organizations, respect for the privacy of the parties involved and the protection of personal policy views", the Council ruled.

Joint Investigative Team (JIT) has concluded that flight MH17 was shot down on 17 July 2014 by a missile of the 9M38 series, launched by a BUK-TELAR, from farmland in the vicinity of Pervomaiskiy (or: Pervomaiskyi). At that time, the area was controlled by pro-Russian fighters. The BUK-TELAR was brought in from the territory of the Russian Federation and subsequently, after having shot down flight MH-17, was taken back to the Russian Federation.

According to the investigative journalists of the Insider, the tender was advertised in July. Later the Russian media company Russia Today (RT) reported about the tender.The advert on the US government website requests offers for supplies of 27 samples of synovial tissue and 12 samples of RNA. The samples must be collected in Russia and be from "Caucasians" (white Europeans) and were to be delivered to Lackland Air Force Base in Texas, which houses one of the USAF's main medical facilities, the Wilford Hall Ambulatory Surgical Center. Both international and Russian experts have debunked the conspirational claims about the biological weapons. Capt Beau Downey, a spokesman for the US Air Force's Air Education and Training Command (AETC) told that the goal is the integrity of the research, not the origin of the samples. The reason the tender required samples from Russians was that they were a control group for an initial batch provided by a US firm. Biologist Mikhail Gelfand said that there cannot be such a biological weapon, as people are too similar to each other for it to be possible to create a weapon against a specific race. The comments about the US creating a biological weapon against Russians came from Igor Nikulin, who was presented as a former inspector of the UN Commission on Chemical, Bacteriological and Biological Weapons. According to the Insider, he doesn't have any connection with the UN. On his website, Nikulin describes himself as a supporter of a monarchy in Russia and proclaims his alleged descent from the ancient Rurik dynasty.

With the resolution, the Council of Europe calls for a Summit to "reaffirm European unity and to defend and promote democratic security in Europe". The last summit was organised 12 years ago in 2005. The Council of Europe has two branches – a Parliamentary Assembly and the Committee of Ministers. The assembly comprises delegations from the parliaments of member countries. Because of its aggression against Ukraine, Russia has been suspended from taking part in the assembly since 2014. This is the only sanction referred to in the resolution as one which would potentially be lifted. The Committee of Ministers consists of the Foreign Ministers, or senior diplomats, from the member states. The Council of Europe’s sanctions against Russia did not extend to this committee.

The permit that is being presented as a reinstatement of the visa regime between Georgia and the EU is in fact the introduction of draft “European Travel Information and Authorization System”, according to which citizens of countries which have signed a visa liberalization agreement with the EU shall receive a relevant preliminary permission before entering the EU territory. This draft was proposed in 2016 and is aimed at consolidating EU security. Moreover, this new regulation will refer to more than 50 countries apart from Georgia, including the US, Australia, New Zealand, Israel, etc. Hence, it cannot be referred to as a failure in the visa free regime with Georgia.
